Vladimir Putin (born 7 October 1952) is a Russian politician and former intelligence officer who is the president of Russia, a position he has held since 2012, and previously from 2000 until 2008. Putin is the second-longest current serving European president after Alexander Lukashenko of neighbouring Belarus.

No, guarantees from outside cannot be provided. This is impossible. It would be impossible for Russia today. Any kind of turn towards totalitarianism for Russia would be impossible, due to the condition of the Russian society.
