Our nuclear weapons doctrine does not provide for a pre-emptive strike.... there is no provision for a pre-emptive strike in our nuclear weapons doctrine. I think that this is the advantage of this discussion club; we call it a discussion club because where there is only one, right point of view, there is no place for discussion.
