Twenty years ago, the American economic and political establishment was wrong about China. Today, the consensus view has changed, but it is once again wrong. The United States should also be concerned about China’s aggressive global ambitions. The United States should continue to press these issues in bilateral talks with the Chinese government and in multilateral institutions such as the UN Human Rights Council. That approach would be far more credible and effective if the United States upholds a consistent position on human rights toward its own allies and partners.

It builds on what Franklin Delano Roosevelt said when he fought for guaranteed economic rights for all Americans. For education to get focused on the real needs, and the real possibilities for students in the twenty-first century, we have to break out the mentality that considers our elementary and secondary schools merely training grounds for workers.
