لذلك فإننا إذا أردنا أن نتناول هذه القضية بدقة ، لابد ان نعرف أولاً ما إذا كان المصلحون يعتمدون على أنفسهم ، ام أنهم يعتمدون على الأخرين . وبعبارة أخرى : هل هم قادرون على استمالة غيرهم لينفذوا ما وضعوه لهم أم أنهم يستطيعون فرضه ؟
