The legislation modernizes the military court-martial trial and appellate practice, incorporates best practices from Federal criminal practice and procedures, and increases transparency and independent review in the military justice system. Taken together, the provisions contained in the NDAA constitute the most significant reforms to the Uniform Code of Military Justice in a generation.
