Teaching Native American studies, I always begin with a simple exercise. I ask students to quickly draw a rough outline of the United States at the time it gained independence from Britain. Invariably most draw the approximate present shape of the United States from the Atlantic to the Pacific-the continental territory not fully appropriated until a century after independence. What became independent in 1783 were the thirteen British colonies hugging the Atlantic shore. When called on this, students are embarrassed because they know better. I assure them that they are not alone. I call this a Rorschach test of unconscious 'manifest destiny,' embedded in the minds of nearly everyone in the United States and around the world. This test reflects the seeming inevitability of US extent and power, its destiny, with an implication that the continent had previously been a land without people

In most of the old colonial world, the struggle for independence is coming to an end. Even in areas behind the Curtain, that which Jefferson called "the disease of liberty" still appears to be infectious. With the passing of ancient empires, today less than 2 percent of the world's population lives in territories officially termed "dependent." As this effort for independence, inspired by the American Declaration of Independence, now approaches a successful close, a great new effort — for interdependence — is transforming the world about us. And the spirit of that new effort is the same spirit which gave birth to the American Constitution. That spirit is today most clearly seen across the Atlantic Ocean. The nations of Western Europe, long divided by feuds far more bitter than any which existed among the 13 colonies, are today joining together, seeking, as our forefathers sought, to find freedom in diversity and in unity, strength.

I speak to you tonight from sacred ground in America: Independence Hall in Philadelphia, Pennsylvania. This is where America made its Declaration of Independence to the world more than two centuries ago with an idea, unique among nations, that in America, we’re all created equal. Our liberties remain unimpaired; the bondmen have been freed from slavery; we have become possessed of the respect, if not the friendship, of all civilized nations. Thus far, impress'd by New England writers and schoolmasters, we tacitly abandon ourselves to the notion that our United States has been fashion'd from the British Islands only, and essentially form a second England only — which is a very great mistake.
