As the history majors among you here today know all too well, when people in power invent their own facts and attack those who question them, it can mark the beginning of the end of a free society. That is not hyperbole. It is what authoritarian regimes throughout history have done. They attempt to control reality. Not just our laws and our rights and our budgets, but our thoughts and beliefs.

ISIS has become quite a self-financing terrorist network with their theft of oil, selling it on the black market with their destruction and seizure of antiquities, selling that on the black market, with their taking over Mosul and raiding the banks. They’ve got a source of funding, so I don’t really know. But I know that the — that Saudi individuals have certainly funded other related terrorist groups over time and also of Wahhabi radicalism by kicking out or sending out imams and teachers to set up schools and mosques to preach that particularly harsh brand of Islam. So the Saudis have a lot that they can do to both stop and then to help.

On their own, new technologies do not take sides in the struggle for freedom and progress, but the United States does. Both the American people and nations that censor the internet should understand that our government is committed to helping promote internet freedom. We want to put these tools in the hands of people who will use them to advance democracy and human rights, to fight climate change and epidemics, to build global support for President Obama's goal of a world without nuclear weapons, to encourage sustainable economic development that lifts the people at the bottom up.
