During the regime of Nehru, India witnessed the maximum number of riots. There were terrible riots during the rule of Indira Gandhi and even Rajiv Gandhi. Gujarat was riot-prone even before independence. But they made it out as if riots during Modi regime were communal and all others in Congress regime “secular”.
