Today’s gathering is particularly important because I must speak bluntly and urgently, about the single most important part of our jobs: preventing terrorist attacks on American soil. Our success or failure in this endeavor will define in the eyes of some President Bush and his legacy. Right or wrong, this is a task that will also define my government career and, indeed, to some degree my professional life. It will be the legacy of every one of us who is serving in this Administration. Terrorists chose to attack us. But it is we who must now choose — today, tomorrow, the day after that and the day after that, until the end of our government service — to do everything in our powers to stop them from striking again.

I traveled to Baghdad to personally show our nation's commitment to a free Iraq, because it is vital for the Iraqi people to know with certainty that America will not abandon them after we have come this far. The challenges that remain in Iraq are serious. We face determined enemies who remain intent on killing the innocent, and defeating these enemies will require more sacrifice and the continued patience of our country. But our efforts in Iraq are well worth it, the mission is necessary for the security of our country, and we will succeed.

There are no easy choices. The way ahead will be very hard. Progress will require determination and difficult U.S. and Iraqi actions, especially the latter, as ultimately the outcome will be determined by the Iraqis. But hard is not hopeless, and if confirmed, I pledge to do my utmost to lead our wonderful men and women in uniform and those of our coalition partners in Iraq as we endeavor to help the Iraqis make the most of the opportunity our soldiers, sailors, airmen and Marines have given to them.

Oh, indeed there is a tie between Iraq and what happened on 9/11. It's not that Saddam Hussein was somehow himself and his regime involved in 9/11, but, if you think about what caused 9/11, it is the rise of ideologies of hatred that lead people to drive airplanes into buildings in New York.

Only the most deluded of us could doubt the necessity of this war.
Like all wars, this one will have its ups and downs.
But we must fight. We must.
