If a due participation of office is a matter of right, how are vacancies to be obtained? Those by death are few; by resignation, none.

The Constitution is pretty clear about what is supposed to happen now. When there is a vacancy on the Supreme Court, the President of the United States is to nominate someone. The Senate is to consider that nomination, and either they disapprove of that nominee or that nominee is elevated to the Supreme Court. Historically, this has not been viewed as a question. There's no unwritten law that says that it can only be done on off years – that's not in the constitutional text.

When office and wealth become the gods of a people, and the most unworthy and unfit most aspire to the former, and fraud becomes the highway to the latter, the land will reek with falsehood and sweat lies and chicane. When the offices are open to all, merit and stern integrity and the dignity of unsullied honor will attain them only rarely and by accident. To be able to serve the country well, will cease to be a reason why the great and wise and learned should be selected to render service. Other qualifications, less honorable, will be more available.

For the last century, almost all top political appointments [on the planet Earth] had been made by random computer selection from the pool of individuals who had the necessary qualifications. It had taken the human race several thousand years to realize that there were some jobs that should never be given to the people who volunteered for them, especially if they showed too much enthusiasm. As one shrewed political commentator had remarked: “We want a President who has to be carried screaming and kicking into the White House — but will then do the best job he possibly can, so that he’ll get time off for good behavior.

When the chancellor imagines I have the inclination to become his successor, he is mistaken tremendously. No doubt, health is private, but it is not private when you put yourself up for the highest office in a country – not if you want lead – but maybe if you want to rule.
