Our top priority is to maintain regional stability and peace in the Taiwan Strait and beyond. It is not a matter only for Taiwan but a common issue for the interests of other regional stakeholders.

We hold that in both political and economic relations, countries should base themselves on the Five Principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other’s internal affairs, equality and mutual benefit, and peaceful coexistence. We are opposed to the establishment of hegemony and spheres of influence by any country in any part of the world in violation of these principles.

Presently, what is of special importance is for countries to abandon the mentality that seeks security advantages with military might. Instead, they should embrace a new security concept with mutual trust, mutual benefit, equality and cooperation at the core. When interests of all countries become increasingly intertwined, it is difficult for any country to attain its security goals single-handedly. We need the rule of law in global affairs and more democracy in international relations. Greater multilateral cooperation and the leading role of the UN in safeguarding world peace and security help us to cope effectively with security threats and maintain common interests.

Countries may differ in size and capacity, but are all equal members of the international community. All countries' sovereignty and territorial integrity should be earnestly respected. Their legitimate security concerns and the right of their people to choose their own development path should also be respected. World affairs should be handled by countries working together and differences and disputes should be resolved through dialogue and consultation.

As a matter of fact, regional countries have every wisdom and capability to settle their differences and disputes. At the end of the day, only enhancing dialogue and communication and promoting solidarity and cooperation will ensure stability in our region.

We should strengthen high-level exchanges and strategic communication, deepen mutual understanding and political trust, and support each other in our efforts to uphold security and development interests. We should guard against attempts by external forces to instigate “color revolution”, jointly oppose interference in other countries’ internal affairs under any pretext, and hold our future firmly in our own hands.

Peace in the world and stability in the region are in the best interests of China. The only criterion we use in judging international affairs is to see whether they serve world peace, common development and the interests of the Chinese people and the world people as a whole. We advocate a new security concept. We should try to build up mutual trust through consultations and dialogue on an equal footing. We should seek common security. This is the only way to ensure peace and stability. We believe that to seek absolute security for oneself through stronger military alliance and intensified arms race is out of tune with the trend of the times. It won’t lead to an effective security at all. We stand for democracy in international relations. We believe that all countries are equal members of the international community, regardless of their size, strength and wealth. National affairs of a country should be decided by its people while international affairs should be handled by all countries together through consultations on an equal footing. We will take an active part in the process of economic globalization.

Japan needs to earnestly reflect on its history of aggression, respect the security concerns of Asian neighbors, act prudently in the field of military security, and do more things that are conducive to regional peace and stability.

Conflict prevention and post-conflict situations management require a more comprehensive perspective that will allow the development of the global or regional institutions complementarity. A balanced vision should take into account the interests of different ethnical and religious communities, the states obligations and their citizens’ natural rights, the conjunctural and long-term interests of the regional actors. It cannot be elaborated without involving representatives competent to express the voices plurality, questions and aspirations from billions of people. Political structures should be supplemented by civil society structures dedicated to world security issues. Only such a process to consolidate the respect for human, democracy and common security may reach the depth that only peoples’ real will can guarantee.

The importance of addressing conflict and security concerns through dialogue and inclusive consultations in a coordinated and cooperative manner is a 'sine qua non' for a peaceful, secure and stable Middle East and North Africa. As the BRICS collective let us reaffirm our commitment to the basic principle of building peace, security and stability in the MENA region

No country can have security while others are in turmoil and no one can be immune from global challenges. When one country pursues development and security at home, it must work for the common development of all and give consideration to the security of others. Only by doing so can we find a path towards common security that is built and shared by all.

I want to be clear, the era of endless tit-for-tat bombings must end. No nation prospers when its skies are filled with fear. The reality is, we have common enemies and we can play a major role in regional security.

BRICS must continue to prioritise regional and continental peace, stability, security and development as the main components towards contributing to a sustainable peaceful and just global order based on international law

Peace ought to be the result of a system well considered, founded on the true interests of the different countries, honorable to each, and ought not to be either a capitulation or the result of a threat.
