First of all, China's development, China's growth, has been made possible by the hard work of the Chinese people and our more than 40 years of reform and opening-up. This is a historical fact. To say otherwise is against the facts and certainly not fair to the Chinese people. Internationally, China always stands for the basic norms governing international relations as embodied in the purposes and principles of the United Nations Charter. We always support multilateral institutions, the international system centered on the United Nations, including, for instance, the WHO, the WTO and a number of others. We already contribute more troops than other permanent members of the Security Council to the UN peacekeeping operations. We are already contributing a great deal to the global economic growth. We're ready to do more.

The Chinese government always encourages Chinese companies to carry out foreign trade and investment cooperation in line with local laws as well as market principles and international rules. We are firmly against some people’s moves to deliberately overstretch the concept of national security to wear down Chinese enterprises. We are keeping a close eye on how things will develop. The Chinese government will firmly defend Chinese businesses’ legitimate and lawful rights and interests.

China firmly opposes the US’s overstretching of the national security concept and abuse of export control measures to wantonly hobble Chinese enterprises. The global industrial and supply chains come into shape as a result of both the law of the market and the choices of businesses. Arbitrarily placing curbs for political purposes destabilizes the supply and industrial chains, hurts others and backfires on oneself. It will only further weaken the already fragile world economy.

China... wants to embrace... trade integration... globalization and more trade and... the pressure is on for more reciprocal... trade protectionist pressures, but... China's also trying to shift its trade... production away from these lower end manufacturing sectors, excess capacity in solar, but that is not necessarily a good signal for the kind of trade tensions that might come about. Also because there's going to be a lot of domestic pressure coming from the Chinese businesses, and the Chinese people to pressure the government to react. So they [the Chinese government] will have to take a stance.

China’s foreign policy stands for world peace and common development. China is committed to friendly cooperation with countries across the world. Facts have shown that China’s development contributes to the world’s force for peace. It energizes and creates opportunities for global development.

Whatever stage of development it may reach, China will never pursue hegemony or expansion, and will never impose its will on others. China does not seek spheres of influence, and will not fight a cold war or a hot war with anyone. … China will remain committed to dialogue and oppose confrontation and build partnerships instead of alliances. It will continue to pursue a mutually beneficial strategy of opening up. The modernization we are pursuing is not for China alone we are ready to work with all countries to advance global modernization featuring peaceful development mutually beneficial cooperation and common prosperity and to build a community with a shared future for mankind. … No matter how the global landscape evolves, the historical trend of peaceful coexistence between China and the United States will not change.

China’s development is fundamentally about the happiness of the people and rejuvenation of the nation. China has always been a force for world peace, a contributor to global development, a defender of the international order, a provider of public goods and part of the mediation efforts on hotspot issues. This is the reality known to the international community.

China opposes the approach where one’s own absolute security is achieved at the expense and to the detriment of the security of other actors.

Peace in the world and stability in the region are in the best interests of China. The only criterion we use in judging international affairs is to see whether they serve world peace, common development and the interests of the Chinese people and the world people as a whole. We advocate a new security concept. We should try to build up mutual trust through consultations and dialogue on an equal footing. We should seek common security. This is the only way to ensure peace and stability. We believe that to seek absolute security for oneself through stronger military alliance and intensified arms race is out of tune with the trend of the times. It won’t lead to an effective security at all. We stand for democracy in international relations. We believe that all countries are equal members of the international community, regardless of their size, strength and wealth. National affairs of a country should be decided by its people while international affairs should be handled by all countries together through consultations on an equal footing. We will take an active part in the process of economic globalization.

We believe that peace and development are still the prevailing trend of the times, and that peaceful coexistence and win-win cooperation remain the shared aspiration of all peoples. China calls for establishing a new type of international relations characterized by mutual respect, fairness, justice and win-win cooperation, and for building a community with a shared future for mankind. This is both our vision and our guide for action.

It is China’s consistent belief that in pursuing international development cooperation, the principle of mutual respect and equality should be upheld, the sovereignty of the country concerned and the will of its people should be fully respected, and there should be no interference in any country’s domestic affairs, no political strings attached, no coercive diplomacy, and certainly no infringement on other countries’ sovereignty and interests for selfish gains.

Isolating China and curbing cooperation with it serves no one’s interest. In this day and age, the tide of economic globalization is a trend that cannot be turned back and the world needs more win-win cooperation. China has been deeply integrated into the world economy and the international system, and the world will not go back to the days of mutual exclusiveness and division. It is impossible for any country to prosper behind closed doors. Pushing for decoupling and disruption of industrial and supply chains and building “small yards with high fences” benefits no one and will eventually backfire.

The world has entered a new period of fluidity and change. Peace and development faces daunting challenges and the international community needs to jointly respond to the changes of the world, the times and history. China has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a human community with a shared future. More than anything else, we Chinese hope to see peace and stability. To follow the path of peaceful development is a strategic choice made by us in the fundamental interests of the Chinese people. No matter how the international landscape may evolve, we will stay committed to peace, development, cooperation, and delivering mutual benefit. We will strive to safeguard world peace and development as we pursue our own development, and we will make greater contribution to world peace and development through our own development.

The Chinese people have always celebrated and striven to pursue the vision of peace, amity and harmony. China has never and will never invade or bully others, or seek hegemony. China is always a builder of world peace, contributor to global development, defender of the international order and provider of public goods. China will continue to bring the world new opportunities through its new development.
