After all, it was the ordinary, illiterate people who exercised the votes in the general elections we have had. And they seem to have voted with sufficient knowledge of affairs, of their interests, and this is remarkable indeed. But that is no substitute for education, and we have to have a full formal education for all our people and what I find sad is that it is an eminently practicable thing to do; in a matter of 5 years, India could be made literate.
