It is not about Belgian colonies. It is about establishing a new state that is as large as possible and about its governance. It should be clear that in this project there can be no question of granting the Negroes the slightest form of political power. That would be ridiculous. The whites, who lead the posts, have all the power.

Do I still need to tell you that I am not guided by selfish motives? No gentlemen, although Belgium is small, it is happy and content with its fate. I have no ambition other than to serve it. In this century, our civilized society imparts unprecedented values to barbarian communities in other parts of the world.

The work intended to benefit science and humanity necessarily interests everyone, but Belgium and its Sovereign will indirectly derive honor and great moral benefit from it; in this sense, there is a truly and usefully Belgian thought. That policy is directed to two main objects—first, that we should clearly make known to the peoples of the belligerent States, not in vague but in definite terms, that our purpose is not conquest but conciliation, not humiliation but friendship and freedom; and in the second place, that these terms should include the re-settlement in their homes of the burghers, who by capture or the operations of war have been dispossessed, and the establishment, as soon as order is restored, of free self-governing institutions... If we are to maintain the political supremacy of the British power in South Africa—and this surely is the end and purpose of all we are doing—it can only be by conciliation and friendship; it will never be by domination and ascendancy, because the British power cannot there or elsewhere rest securely unless it rests upon the willing consent of a sympathetic and contented people.

Europe is equal to its historical task. Against the anti-spiritual, anti-heroic 'ideals' of America-Jewry, Europe pits its metaphysical ideas, its faith in its Destiny, its ethical principles, its heroism. Fearlessly, Europe falls in for battle, knowing it is armed with the mightiest weapon ever forged by History: the superpersonal Destiny of the European organism. Our European Mission is to create the Culture-State-Nation-Imperium of the West, and thereby we shall perform such deeds, accomplish such works, and so transform our world that our distant posterity, when they behold the remains of our buildings and ramparts, will tell their grandchildren that on the soil of Europe once dwelt a tribe of gods.

It was no coincidence that dictated my choice. Peace was definitively signed, the country's political constitution in full force, but Belgium was still looking for its ways in the commercial field. That’s where the point was.

I swear to abide by the constitution and laws of the Belgian people, to maintain national independence and the integrity of the land.

The economic crisis which weighs on Europe since the industry took such a big development, carries the nations towards the colonial companies. Belgium could not remain a stranger to this movement without seriously compromising its material interests; our King (Leopold II) understood this, and this is what determined him to substitute his individual initiative for the persistent inaction of the government and the nation.

We will create real guarantees to ensure that Belgium shall not become a Franco-British vassal and shall not be used as a military and economic high road against Germany. Germany cannot abandon the so long enslaved Flemish people to Latinisation. We will, on the contrary, ensure for it a sound development corresponding to its resources and based on the Flemish language and character.

He desires a strong Belgium so that his wealth ceases to arouse envy among his neighbors; he also desires her to be strong, so that she can increase her heritage, float her flag on the seas, settle on distant beaches.

Belgium should become the capital of the Belgian Empire, which, with the help of God, will consist of Borneo, islands in the Pacific, some places in Africa and America, and also areas of China and Japan. I am the only one pursuing this for now, but by over-exposing the national fever, I will find support and create apostles.

The question of Belgium must not be detached from the complex of the Western questions as a whole. Belgium is a most valuable pledge in our hands.

But it would not be reckless to say that from the start the King dreamed of founding a Belgian colony. Many times I have heard him say, when the Independent State emerged from its swaddling clothes like a newborn baby trying to walk: "I work there for Belgium".
