Heavily guarded by militias, the wealthy Whites live in the cities, surrounded by electrified barbed-wire fences. The situation is paradoxical but explicable. Since the inauguration of Black power the difference in the standard of living between Blacks and Whites has increased by 10 per cent to the advantage of the Whites and de facto apartheid has become much more marked than under the old de jure apartheid.
