In this new environment, it is important to actively promote cooperation on both the bilateral and multilateral tracks in order to effectively curb numerous threats, both traditional and new.

The unprecedented circumstances we live in represent a unique opportunity for us to rethink the global role of multilateralism and strengthen the importance of orderly globalization and a rules-based international order.

Since the inception of the new century, international situations have undergone complex and profound changes. Against the background of the in-depth development of economic globalization, interdependence among countries is continuously deepening. To peruse peace, promote cooperation and seek development has become the theme of the current era. However, our world is far from peaceful, and destabilizing and unpredictable factors are obviously growing. Blood-shed and clashes resulting from ethnic, religious, territorial issues and other traditional security factors have not become fewer and non-traditional threats to security represented by transnational crimes, epidemic diseases, terrorism and the proliferation of weapons of mass destruction are increasing day by day. Mankind is facing an unprecedented severe challenge.

Today, as we look around, we see sluggish global economic recovery, resurging cold war mentality, rising regional conflicts, and security threats emerging one after another. Our world is far from tranquil, and people across the countries long for peace, development and cooperation.

Multilateral organizations have responsibilities. For 8 years, the nations in this assembly have worked together to confront the extremist threat. We've witnessed successes and setbacks, and through it all a clear lesson has emerged: The United Nations and other multilateral organizations are needed more urgently than ever. To be successful, we must be focused and resolute and effective. Instead of only passing resolutions decrying terrorist attacks after they occur, we must cooperate more closely to keep terrorist attacks from happening in the first place. Instead of treating all forms of government as equally tolerable, we must actively challenge the conditions of tyranny and despair that allow terror and extremism to thrive. By acting together to meet the fundamental challenge of our time, we can lead toward a world that is more secure and more prosperous and more hopeful.

We have to explain that we face serious threats to security, that terrorism needs a globally coordinated response, that proliferation of weapons of mass destruction and their means of delivery remain existential threats to global security.

Five years into the 21st century, the international situation is undergoing profound changes while peace and development remain the themes of our times. Economic globalization is steadily moving forward, accompanied by the continuous progress of world multipolarization and breathtaking advancement of science and technology. Forces upholding peace and constraining war are gaining strength. However, we must not fail to see those rising destabilizing and unpredictable factors, the intertwined traditional and non-traditional security threats and rampant terrorist activities. Transnational problems such as the proliferation of weapons of mass destruction (WMD), drug trafficking, transnational crimes and illegal migration keep cropping up and have yet to be eliminated once and for all.

Firstly, enhancing international cooperation to jointly cope with the terrorist threat. With globalization going deeper, countries now find their interests more intertwined and interrelated than before. Thus, such a global challenge as terrorism has to be met with global coordination. For the purpose of stronger international cooperation in this regard, it is critical to anchor the international relations on a more democratic and legal basis and help the developing countries to enhance their counter-terrorism capabilities.

Secondly, addressing both the symptoms and root causes by paying equal attention to prevention. There are deep and complicated root causes behind the scourge of terrorism. Poverty tends to bring about social injustice, fuel extremist ideas and trigger regional turbulence. They are easily exploited by the terrorist groups.

Thirdly, upholding multilateralism and giving scope to the role of the UN. Being the most universal, representative and authoritative international organization, the UN serves as an important platform for multilateral cooperation aimed at mutual benefit and win-win results.

Fourthly, promoting dialogues among civilizations and strengthening exchanges and communication. In a diversified and colorful world, cultural and religious differences among countries exist independent of man's will. These distinctions and differences should all the more encourage us to learn from and complement each other for common progress. We disapprove of linking terrorism with any specific country, ethnic group or religion.
.. I hereby wish to reiterate that China unfalteringly condemns and opposes terrorism of all forms. We have stepped up counter-terrorism efforts in the various domestic authorities and taken a series of measures in legislation, aviation, finance and customs to prevent any terrorist incidents. We have taken an active part in the international counter-terrorism cooperation, supported the UN in its leading role in the anti-terrorism campaign and carried out productive bilateral cooperation with the relevant countries.

In recent years, regional and international environments have undergone rapid and complex challenges. Multifaceted security challenges have occurred in many parts of the world such as terrorism and extremism, natural disasters, climate change, migration crisis, trafficking in persons, territorial disputes and armed conflicts, among others. At the same time, although the global economy has gradually recovered, growth remains slow and fragile. Against this backdrop, there is a need for us to closely follow these developments and continue to enhance ASEAN cooperation and collaboration with the international community, including ASEAN's Dialogue Partners and other external parties in order to be able to respond to and address the said challenges in a timely manner.

The main lesson for Europe and the world is clear: as a matter of urgency, globalization must be fundamentally re-oriented. The main challenges of our times are the rise in inequality and global warming. We must therefore implement international treaties enabling us to respond to these challenges and to promote a model for fair and sustainable development. Agreements of a new type can, if necessary, include measures aimed at facilitating these exchanges. But the question of liberalizing trade should no longer be the main focus. Trade must once again become a means in the service of higher ends. It never should have become anything other than that.

We’ve got to rethink the multilateral system, ensure it’s more fair, more open, transparent, and democratic.

The disruption of the world's ecological systems — from the rise of global warming and the consequent damage to our climate balance, to the loss of living species and the depletion of ocean fisheries and forest habitats — continues at a frightening rate. Practically every day, it becomes clearer to us that must act now to protect our Earth, while preserving and creating jobs for our people. And at the very same time that these threats are developing, the traditional nation-state itself is changing — as power moves upwards and downwards, to everything from supra-national organizations and coalitions all the way down to feuding clans. Susceptible to tyrants willing to exploit ethnic and religious rivalries, the weakest of these states have either imploded into civil war or threatened to lash out across their borders.
To meet these challenges requires cooperation on a scale not seen before. A realistic reading of the world today demands reinvigorated international and regional institutions. It demands that we confront threats before they spiral out of the control. And it requires American leadership — to protect our interests and uphold our values.

As we mark the 75th anniversary of the @UN Charter, we must reimagine the way nations cooperate. We need an effective multilateralism with scale, ambition and teeth.

Presently, what is of special importance is for countries to abandon the mentality that seeks security advantages with military might. Instead, they should embrace a new security concept with mutual trust, mutual benefit, equality and cooperation at the core. When interests of all countries become increasingly intertwined, it is difficult for any country to attain its security goals single-handedly. We need the rule of law in global affairs and more democracy in international relations. Greater multilateral cooperation and the leading role of the UN in safeguarding world peace and security help us to cope effectively with security threats and maintain common interests.

Dealing with terrorism and the Islamist fanaticism that inspires it is the great challenge of our time. Obviously there needs to be a very strong security response at home and abroad.
