Mexico will emerge as a major global economic power. Ranked fourteenth or fifteenth early in the century, it will be firmly within the top ten by 2080. With a population of 100 million, it will be a power to be reckoned with anywhere in the world—except on the southern border of the United States.

As government and as Mexicans, we must create new sources of work, look beyond the United States, make agreements with other countries as well. Mexico is a country rich in resources and workmanship, we must promote this and not depend on what Trump says"

Mexico is one of the most important economies in Latin America, but is no doubt better known as a cultural country with its plastic arts, monumental painters, writers, cuisine, colonial architecture and archaeological sites. All this is the heritage of humanity. But the violence and drug dealing are usually much more visible.

We also need energy to be able to exploit our mineral wealth. We have plenty of renewable energy sources, from hydro to solar, geothermal, wind and nuclear, that we have lined up to ensure that we support the transformation process in the country.

We must proceed with our own energy development. Exploitation of domestic petroleum and natural gas potentialities, along with nuclear, solar, geothermal, and non-fossil fuels is vital. We will never again permit any foreign nation to have Uncle Sam over a barrel of oil.

Asia is a region with great potential, and the TPP would create a new rela­tionship with great potential for trade among the countries signing the agree­ment. These two instruments, if they materialize, will create great oppor­tunities for Mexico. Mexico hasn’t been the obstacle to finalizing the TPP.

We have to remember Venezuela has the largest oil reserves on the planet. It's sitting in Venezuelan territory. On top of that, it's a country very rich in other minerals and resources like gold, natural gas, I mean there's all kinds of strategic resources in Venezuela. It's a very geo-strategically located country. So, of course there are many powerful interests around the world — economic and political — that would like control of Venezuela. There's competing interests and now the doors have been opened over the past decade or so to Russia and China and Iran and, of course, that has not made the United States very happy. The United States considers this their sphere of influence and they want to keep it that way.

It's very beneficial to Mexico that these workers [come to the U. S.]. It relieves a lot of social tension. It empties out the countryside of the poor and the needy. It stops revolution from happening. And it's sending back a tidal wave of money. The remittance money from the United States is the second or third largest source of income in Mexico now. I guess you could argue that we have an extremely generous foreign policy…

Our diversity as a people united is also our potential to transform our large deposits of mineral resources and use same for national development.

Mattei was convinced that Italy, a poor and defeated country, nonetheless possessed notable energy deposits of petroleum in its subsoil, and he was also aware that the oil business, even if there were not really resources inside the country, was an important business which one could not stay out of and in which one could not be at the mercy of the big guys. So Mattei's program was to try to use all available means to exploit the country's energy resources, and if this were not possible, to seek international accords with coun¬tries which had these energy resources, so that they could be used by Italy in order to become a partner of the major pow¬ers, and not be at their mercy (p. 23).

I think we need a rational, clear-headed, eyes-wide-open approach to energy and mineral development. We don't want to go backward on energy, and we can't be caught flatfooted on minerals. We have the resources. We have the highest labor standards in the world and the highest environmental standards in the world. Our energy workers and our miners will hold themselves to those standards. Instead of importing more from places like Russia and China, we need to free ourselves from them to the extent that we can establish ourselves as this global alternative. I have kind of taken that--actually, it is not something new. In the beginning of the 116th Congress, I prepared a white paper. We called it "The American and Global"--well, what we called it was a pretty cool title. It is a great little publication that should have gotten more notice, but like a good wine, it comes with time: "With Powers So Disposed, America and the Global Strategic Energy Competition." I outline in this a strategic energy initiative designed to sharpen and direct our tools of energy related to economic statecraft and to enhance the geopolitical position of the country.
