They who can treat secretly of the affairs of a nation have it absolutely under their authority; and as they plot against the enemy in time of war, so do they against the citizens in time of peace.

If you have secret information, secret police, and secret courts, you are ruled by a secret government.

The real purpose of state secrecy is to enable governments to establish their own self-interested and often mendacious version of the truth by the careful selection of “facts” to be passed on to the public. They feel enraged by any revelation of what they really know, or by any alternative source of information. Such threats to their control of the news agenda must be suppressed where possible and, where not, those responsible must be pursued and punished.

Some information is classified legitimately; as with military hardware, secrecy sometimes really is in the national interest. Further, military, political, and intelligence communities tend to value secrecy for its own sake. It's a way of silencing critics and evading responsibility - for incompetence or worse. It generates an elite, a band of brothers in whom the national confidence can be reliably vested, unlike the great mass of citizenry on whose behalf the information is presumably made secret in the first place. With a few exceptions, secrecy is deeply incompatible with democracy and with science.

I began to sense faintly that secrecy is the keystone of all tyranny. Not force, but secrecy...censorship. When any government, or any church for that matter, undertakes to say to its subjects, “This you may not read, this you must not see, this you are forbidden to know,” the end result is tyranny and oppression, no matter how holy the motives. Mighty little force is needed to control a man whose mind has been hoodwinked; contrariwise, no amount of force can control a free man, a man whose mind is free. No, not the rack, not fission bombs, not anything—you can’t conquer a free man; the most you can do is kill him.

Secrecy is the first essential in affairs of state.

For the police and intelligence agencies, the propensity to operate in secret is a sine qua non for the deep state, as it provides cover for the maintenance of relationships that under other circumstances would be considered suspect or even illegal...

They claim to be super-patriots, but they would destroy every liberty guaranteed by the Constitution. They demand free enterprise, but are the spokesmen for monopoly and vested interest. Their final objective toward which all their deceit is directed is to capture political power so that, using the power of the state and the power of the market simultaneously, they may keep the common man in eternal subjection.

A democracy works best when the people have all the information that the security of the Nation permits. No one should be able to pull curtains of secrecy around decisions which can be revealed without injury to the public interest. At the same time, the welfare of the Nation or the rights of individuals may require that some documents not be made available. As long as threats to peace exist, for example, there must be military secrets. A citizen must be able in confidence to complain to his Government and to provide information, just as he is–and should be–free to confide in the press without fear of reprisal or of being required to reveal or discuss his sources.

Secrets have power over us. Only when secrets are revealed can truth be known and freedom brought about.

Secrecy begets tyranny.

During the revolution, we had to keep secrets to ensure the success and victory of the cause, to gain independence and unification. Now the party has won a leading role. I think everything should be governed by law. We don't want to keep secrets anymore.
