International cooperation is required to prevent anarchic situations developing and the unmasking of ever-present brutality and injustice that results from fear for survival in such situations.

There is a solidarity and interdependence about the modern world, both technically and morally, which makes it impossible for any nation completely to isolate itself from economic and political upheavals in the rest of the world, especially when such upheavals appear to be spreading and not declining. There can be no stability or peace either within nations or between nations except under laws and moral standards adhered to by all. International anarchy destroys every foundation for peace. It jeopardizes either the immediate or the future security of every nation, large or small. It is, therefore, a matter of vital interest and concern to the people of the United States that the sanctity of international treaties and the maintenance of international morality be restored.

It is true that the moral consciousness of the world must recognize the importance of removing injustices and well-founded grievances; but at the same time it must be aroused to the cardinal necessity of honoring sanctity of treaties, of respecting the rights and liberties of others, and of putting an end to acts of international aggression.

Now everyone in the world who values life and international peace needs to be as active as possible. This is not the time to withdraw from the international arena into internal disputes. This is not the time to isolate ourselves. This is not the time to remain silent or pretend that terror on one continent does not affect global affairs. Everyone can help prevent the chasm between the world and peace from widening. Europe should be active. The United States should be active. China. India. Arab states should feel how much can collapse if they allow terrorists to achieve their goals. Türkiye. Brazil and all of Latin America. Japan. Australia. Canada. African countries. Central Asian countries. Korea. Pakistan. Indonesia. The Caribbean. The Pacific states. Everyone should be active in the defense of life and international law! We must not give terror a single chance.

If wars in the future are to be prevented the nations must be united in their determination to keep the peace under law. Nothing is more essential to the future peace of the world than continued cooperation of the nations which had to muster the force necessary to defeat the conspiracy of the Axis powers to dominate the world. While these great states have a special responsibility to enforce the peace, their responsibility is based upon the obligations resting upon all states, large and small, not to use force in international relations except in the defense of law. The responsibility of the great states is to serve and not to dominate the world.

We are certainly ready to fulfill our obligations as ally but we clearly must refuse to be drawn lightly into a world conflagration by Vienna without consideration of our proposals.

This is the reason for the clear and unsparing summons to fight Bolshevism and international Jewry, whose race-destroying activities we have sufficiently experienced on our own people. Therefore, the alliance with all similar-minded Nations who, like Germany, are not willing to allow their strength, dedicated to construction and peaceful work at home, to be disrupted by alien ideologies as by parasites of a foreign race.

There is no doubt that all nations are aggressive; it is the nature of man. There start up from time to time between countries antagonistic passions and questions of conflicting interest, which, if not properly dealt with, would terminate in the explosion of war. Now, if one country is led to think that another country, with which such questions might arise, is from fear disposed on every occasion tamely to submit to any amount of indignity, that is an encouragement to hostile conduct and to extreme proceedings which lead to conflict. It may be depended on that there is no better security for peace between nations than the conviction that each must respect the other, that each is capable of defending itself, and that no insult or injury committed by the one against the other would pass unresented.

The struggle against racial intolerance and racial discrimination and bigotry must be waged everywhere in the world wherever such immoral and ugly practices exist.
