Uganda is signatory to different protocols and conventions, both regional and international, on human rights, however, basic human rights are still ignored.

Formerly admired almost universally as the preeminent champion of human rights, the United States now has become one of the foremost targets of respected international organizations concerned about these basic principles of democratic life. Some of our actions are similar to those of abusive regimes that we have historically condemned.

Although founded on majority rule, a democratic society must recognize and apply individual, minority and group rights. In other words, majority rule must be understood within the context of the rule of law and human dignity… This resolves the tension between populism and human rights, since democracy must not be abused to diminish human rights, e.g. by legitimizing torture or capital punishment, even if public opinion could be invoked or manipulated to demand it. Thus, it is necessary to strengthen the enforcement of national and regional bills of rights to provide a process and atmosphere for democracy to flourish, ensured by an independent judiciary that provides the necessary protection of both majority and minority interests.

To affirm that humans thrive in many different ways is not to deny that there are universal human values. Nor is it to reject the claim that there should be universal human rights. It is to deny that universal values can only be fully realized in a universal regime. Human rights can be respected in a variety of regimes, liberal and otherwise. Universal human rights are not an ideal constitution for a single regime throughout the world, but a set of minimum standards for peaceful coexistence among regimes that will always remain different.

No President of the United States could represent the United States were he not committed to human rights. If you don't understand this, you can't deal with us. President Barack Obama would not be able to stay in power if he did not speak of it. So look at it as a political imperative. It doesn't make us better or worse. It's who we are. You make your decisions. We'll make ours.

Justice and human rights cannot be selective.

Gay rights are human rights.

Upholding human rights should underpin all policymaking. The challenges the report identifies will take years to address, but there are several ways this administration can signal a commitment to human rights.
