I firmly believe that the friendly neighborliness and comprehensive cooperation between Vietnam and China will be steadily and successfully developed in the 21st century, bringing ever-lasting peace and happiness to younger generations of the two countries.

Vietnam always wants peace, cooperation and development in a world where countries build visions together, cooperate together, share responsibilities, for the benefit of the people and the community. international.

In a world of many changes, from the traditions and philosophies of our nation, from international experience, Vietnam determines and consistently implements its foreign policy: Independence, self-reliance, peace, friendship. consultation, cooperation and development, diversification and multilateralization of foreign relations; proactively and actively integrate comprehensively and deeply; a friend, a trusted partner and an active, responsible member of the international community. During that process, we determined that relations with neighboring countries are a top priority, relations with major countries and comprehensive strategic partners have strategic significance, relations with strategic partners are of strategic significance. strategic partners, comprehensive partners, a number of other partners that are very important and value relationships with traditional partners.

We want to broaden economic cooperation with all countries, socialist or capitalist, on the basis of mutual benefits and without political conditions. International trade is important to our future, especially with our neighbors and with Japan. Many private companies have already established economic ties with Viet Nam. We want to see those expand. I believe we are moving in the direction of the economic integration of Southeast Asia.

It can be affirmed that the relationship between Vietnam and the US has never developed as well as it does today; from former enemies to comprehensive strategic partners. This is truly a model in the history of international relations in terms of healing and building post-war relations. This result is due to the joint efforts to overcome challenges, historical ups and downs of many generations of leaders and people of the two countries.

Cambodian and Vietnamese relations have prospered despite some regional and global challenges in the last few years. We are looking forward to the upcoming official visit to Cambodia by President Nguyễn Xuân Phúc to celebrate the 55th anniversary of Cambodian-Vietnamese diplomatic relations.

Enhanced interactions and cooperation between China and the United States serve the interests of our two peoples and are conducive to world peace and development. We should stay firmly rooted in the present while looking ahead to the future, and view and approach China-U.S. relations from a strategic and long-term perspective. We should, on the basis of the principles set forth in the three Sino-U.S. joint communiqués, respect each other as equals and promote closer exchanges and cooperation. This will enable us to make steady progress in advancing constructive and cooperative China-U.S. relations, and bring more benefits to our two peoples and people of the world.

We will put our relations with Latin America on a more constructive footing, recognizing the global character of the region's problems. We are also working to resolve in amicable negotiations the future of the Panama Canal. We will continue our efforts to develop further our relationships with the People's Republic of China. We recognize our parallel strategic interests in maintaining stability in Asia, and we will act in the spirit of the Shanghai Communiqué. In Southeast Asia and in the Pacific, we will strengthen our association with our traditional friends, and we will seek to improve relations with our former adversaries. We have a mission now in Vietnam seeking peaceful resolution of the differences that have separated us for so long. Throughout the world, we are ready to normalize our relationships and to seek reconciliation with all states which are ready to work with us in promoting global progress and global peace.

In the years to come, I also hope that both sides (Taiwan and Mainland China) can work to facilitate policy communications, reinforce their economic cooperation, push ahead with cross-strait negotiations, accomplish more achievements beneficial to the public, expand their scope of amicable interactions, cement the ‘family bond’ between the people on both sides and jointly build a better home for Chinese.

Under the present complicated and fluid international situation, a growing relationship between China and the United States not only serves the interests of our two countries and peoples, but also contributes to world peace, stability and development. China would like to work with the United States in taking our relations forward.

Both China and the United States are countries of significant influence in the world. We share important common strategic interests in a wide range of areas, including economic cooperation and trade, security, public health, energy, and environmental protection, and on major international and regional issues. In particular, mutually beneficial and win-win China-U.S. economic cooperation and trade benefit our two peoples and promote the economic growth in the Asia Pacific region and the world at large. Indeed, they have become an important foundation for China-U.S. relations.

We believe that peace and development are still the prevailing trend of the times, and that peaceful coexistence and win-win cooperation remain the shared aspiration of all peoples. China calls for establishing a new type of international relations characterized by mutual respect, fairness, justice and win-win cooperation, and for building a community with a shared future for mankind. This is both our vision and our guide for action.

Win-win cooperation. We accommodate each other’s interests, stay true to the principle of consultation and cooperation for shared benefits, enhance synergy between our respective development strategies, and keep to the path of win-win cooperation toward common prosperity.

History has proven time and again that both China and the United States will benefit from cooperation and lose from confrontation. China seeks to develop a new type of major country relationship with the United States. As for the US side, it needs to act with sincerity, match its words with deeds and take concrete actions together with China to stabilise the relations and prevent further deterioration.
