The fact is that unemployment is concentrated in the Black and Hispanic communities, and is greatly responsible for the most destructive tendencies inhuman relations and deteriorating neighborhoods. Crack created a whole new generation of drug clients and customers for the drug dealers; it was cheap and highly addictive.
