Here was both a very American personal success story and a glimpse of what post-democracy strongman rule might look like in the United States, signaled not by a uniformed march on Rome or a Reichstag fire but by a governor who became senator while simultaneously keeping the governor’s job, breaking the spine of democracy in his state with the help of a cadre of brass-knuckled bodyguards, engineering kidnappings of his enemies, and defeating or sidestepping multiple impeachments and indictments and investigations, all while soaking up adoration at a muddy rural rally with farmers or in a roaring ballroom full of tuxedoed and gowned admirers, his vast and disparate audiences too in love with his charm to much care what he actually meant. Somehow simultaneously cherubic and menacing in appearance, Huey Long was a populist, a rule breaker, a shockingly gifted orator, and a thug. He once commanded National Guard troops to mount an actual true-blue armed military assault on the municipal government of the largest city in his state. The man launched an armed invasion of New Orleans! — and got away with it. The best contemporaneous biography of Long in Louisiana was subtitled “The American Rehearsal for Dictatorship.

The more one looks back to it, the more noteworthy it all seems. It is easy to be wise after the event; it is also (as somebody once said) wise. In almost every respect the career of Huey Long parallels that of the modern European dictator-tyrant, the Hitler or Mussolini. Huey Long, had he lived, might very well have brought Fascism to America.

I cannot help to say that Huey P. Newton is the baddest motherfucker ever to set foot inside of history. Huey has a very special meaning to black people, because for four hundred years black people have been wanting to do exactly what Huey Newton did, that is, to stand up in front of the most deadly tentacle of the white racist power structure, and to defy that deadly tentacle, and to tell that tentacle that he will not accept the aggression and the brutality, and that if he is moved against, he will retaliate in kind. Huey Newton is a classical revolutionary figure.

It is not coincidence that, as Raymond Money puts it, “from the pyramids of Egypt, the rebuilding of Rome after Nero’s fire, to the creation of the great medieval cathedrals…all great public works have been somehow associated with autocratic power.” It was no accident that most of the world’s great roads — ancient and modern alike — had been associated with totalitarian regimes, that it took a great Khan to build the great roads of Asia, a Darius to build the Royal Road across Asia Minor, a Hitler and a Mussolini to build the Autobahnen and autostrade of Europe, that during the four hundred years in which Rome was a republic it built relatively few major roads, its broad highways beginning to march across the known earth only after the decrees calling for their construction began to be sent forth from the Capitol by a Caesar rather than a Senate. Whether or not it is true, as Money claims, that “pure democracy has neither the imagination, nor the energy, nor the disciplined mentality to create major improvement,” it is indisputably true that it is far easier for a totalitarian regime to take the probably unpopular decision to allocate a disproportionate share of its resources to such improvements, far easier for it to mobilize the men necessary to plan and build them; the great highways of antiquity awaited the formation of regimes capable of assigning to their construction great masses of men ( Rome’s were built in large part by the legions who were to tramp along them); at times, the great highways of the modern age seemed to be awaiting some force capable of assigning to their planning the hundreds of engineers, architects and technicians necessary to plan them. And most important, it is far easier for a totalitarian regime to ignore the wishes of its people, for its power does not derive from the people. Under such a regime it is not necessary for masses of people to be persuaded of an improvement’s worth; the persuasion of a single mind is sufficient.

The close connection between local political machines and control of election machinery by gunmen, is an organic part of the political set up. The murder and wounding of hundreds of strike pickets in the last three years are another feature of the same development. The lynching of Negroes, especially in the South, is part of the whole menacing complex of political reaction. The assassination of Huey Long is thus the eruption of this underworld into the upper circles of the ruling class which has long made organized use of it as a daily part of their rule over masses.

Nobody back then had ever heard of the counterintelligence program (COINTELPRO) set up by the FBI. Nobody could possibly have known that the FBI had sent a phony letter to Eldridge Cleaver in Algiers, “signed” by the Panther 21, criticizing Huey Newton’s leadership. No one could have known that the FBI had sent a letter to Huey’s brother saying the New York Panthers were plotting to kill him. No one could have known that the FBI’s COINTELPRO was attempting to destroy the Black Panther Party in particular and the Black Liberation Movement in general, using divide-and-conquer tactics.
