If one wants to fight against fascism and war, the first battle that must be Won is to drive out Trotskyism and its influence from the ranks of the workers, farmers, and intellectuals. Without this victory over every Trotskyist influence, unity in the fight against fascism and war-unity which is the condition for any success is impossible.

Naturally our party must defend the working classes against the Fascisti. Naturally we must defend them by force of arms, for if the Fascisti gain power they will rivet the chains of Capitalism upon us. They will try to recover their own prosperity at the cost of the manual workers. But it does not follow that we must fight Fascism with arms alone; we must employ political measures likewise. The proletariat must take the initiative in reconstructing the world on a new foundation. This will convince the petty bourgeoisie that a new era is dawning which may save them from their misery. Therefore if we are to conquer Fascism we must win over the petty bourgeoisie. We must convince them that the capitalists and landlords and reactionary army-men are merely using them as tools. Fascism is middle-class Socialism, and we cannot persuade the middle classes to abandon it until we can prove to them that it only makes their condition worse.

Power is the sine qua non strategic objective of the revolutionary forces, and everything must be subordinated to this basic endeavor. But the taking of power, in this world polarized by two forces of extreme disparity and absolutely incompatible in interests, cannot be limited to the boundaries of a single geographic or social unit. The seizure of power is a worldwide objective of the revolutionary forces. To conquer the future is the strategic element of revolution; freezing the present is the counterstrategy motivating the forces of world reaction today, for they are on the defensive.

We believe that the most pressing political necessity is the consolidation of a United Front joining together all sections of the revolutionary, radical and democratic movements. Only a united front—led in the first place by the national liberation movements and the working people—can decisively counter, theoretically, ideologically and practically, the increasingly fascistic and genocidal posture of the present ruling clique

Therefore, now that we have won power, our duty is to consolidate the dictatorship of the pro­letariat with all the available forces, to perfect the instruments of revolutionary violence, to improve vigilance, and to always be prepared to rebuff enemy attempts to sow trouble and start a coun­ter-offensive. Only in this way can we ensure the further peaceful development of the revolution.

The partisan situation in the Italian theater, particularly central Italy, has deteriorated to such an extent that it constitutes a serious danger to troops, supply lines, war industry and economic potential. The fight against the partisans must be carried out with all means at our disposal and with utmost severity. I will protect any commander who exceeds our usual restraint in the choice of methods in executing one's orders is better than failure or neglect to act.

Repression by brute force is always a confession of the inability to make use of the better weapons of the intellect — better because they alone give promise of final success. This is the fundamental error from which Fascism suffers and which will ultimately cause its downfall. The victory of Fascism in a number of countries is only an episode in the long series of struggles over the problem of property. The next episode will be the victory of Communism. The ultimate outcome of the struggle, however, will not be decided by arms, but by ideas. It is ideas that group men into fighting factions, that press the weapons into their hands, and that determine against whom and for whom the weapons shall be used. It is they alone, and not arms, that, in the last analysis, turn the scales. So much for the domestic policy of Fascism. That its foreign policy, based as it is on the avowed principle of force in international relations, cannot fail to give rise to an endless series of wars that must destroy all of modern civilization requires no further discussion. To maintain and further raise our present level of economic development, peace among nations must be assured. But they cannot live together in peace if the basic tenet of the ideology by which they are governed is the belief that one's own nation can secure its place in the community of nations by force alone. It cannot be denied that Fascism and similar movements aiming at the establishment of dictatorships are full of the best intentions and that their intervention has, for the moment, saved European civilization. The merit that Fascism has thereby won for itself will live on eternally in history. But though its policy has brought salvation for the moment, it is not of the kind which could promise continued success. Fascism was an emergency makeshift. To view it as something more would be a fatal error.

Although It may be our aim, to attempt a total conquest at that time would have meant a broken front, and consequently failure. The fact Is that we were the first to modify our aspirations, the first to understand that the struggle against International fascism was In itself great enough. The struggle is so great that the triumph over fascism alone is worth the sacrifice of our lives. Fascism which desires to become the master of all those who are free in spirit, Everyone-from the most moderate Republican to the most extreme Anarchist-has placed their hope and faith In the struggle which unites them.

He defies me to state, in one sentence, what is the object of the war. I know not whether I can do it in one sentence; but is one word, I can tell him that it is <small>SECURITY</small>: security against a danger, the greatest that ever threatened the world. It is security against a danger which never existed in any past period of society. It is security against a danger which in degree and extent was never equalled; against a danger which threatened all the nations of the earth; against a danger which has been resisted by all the nations of Europe, and resisted by none with so much success as by this nation, because by none has it been resisted so uniformly, and with so much energy. This country alone, of all the nations of Europe, presented barriers the best fitted to resist its progress. We alone recognised the necessity of open war, as well with the principles, as the practice of the French revolution. We saw that it was to be resisted no less by arms abroad, than by precaution at home; that we were to look for protection no less to the courage of our forces, than to the wisdom of our councils; no less to military effort, than to legislative enactment. At the moment when those, who now admit the dangers of jacobinism while they contend that it is extinct, used to palliate its atrocity, and extenuate its mischief, this house wisely saw that it was necessary to erect a double safeguard against a danger that wrought no less by undisguised hostility than by secret machination.

Supreme importance in war is to attack the enemy’s strategy.

Our main common task is to broaden resistance to the aggressive offensive of capitalism. To form a united front in support of the countries that come under imperialist pressure. To constantly expose the essence of capitalism which cannot exist without terrorism, wars, crises, destruction of nature and the suffering of millions.
