There was a time when Islam stood glorified due to the might and prestige of its kings, and the Ulama and the Sufis were honoured and held in high regard. It was with their help that the kings made the Shariat prevail. I have heard that one day Amir Taimur was passing through the bazar at Bukhara when, by chance, the inmates of Khwaja Naqshbandi’s khanqah were beating the dust out of the mats used in that place. Because Islam was intact in Amir Taimur, he stopped at that spot and regarded the dust of the khanqah as musk and sandal. He met a good end.

The majority of religious scholars and wise men of early (Islamic) as well as later time have been sure that if Muslim kings strive with all their might and power and the power of all their supporters on this path, the following objects will be attained:-the true Faith will gain a proper ascendancy over the false creeds; the True Word will be honoured; the traditions of infidelity and polytheism will be weakened; Musalmans will be favoured and honoured; infidels and men of bad faith will be faced with destitution and disgrace; the orders of the unlawful state and the opposed creeds will be erased; the laws of the shari'at will be enforced on the seventy-two communities; and the enemies of God and the Prophet will be condemned, banished, repudiated and terrorised.
Next to religion, the power of the sword is the truest judge and greatest support of sovereignty which is unknown to none (as it may be that of religion is to some). If the kings of Islam, with all their majesty and power, take for granted infidelity and infidels, polytheism and polytheists throughout their domin- ions in return for the land revenue (kharaj) and jizya, how will the tradition, “If I fight people until they say, ‘There is no god but God,’ and if they say, ‘There is no god but God,’ they are immune from me and their persons and property exist only by virtue of Islam,” be observed? And how will infidelity and infidels, polytheism and polytheists be overthrown—the purpose of the mission of 124,000 prophets and the domination of sultans of Islam since Islam appeared? If the kings of Islam do not strive with all their might for this overthrow, if they do not devote all their courage and energies to this end for the satisfaction of God and of the prophet, for the assistance of the Faith and the exalting of the True Word; if they become content with extracting the jizya and the land tax from the Hindus who worship idols and cow-dung, taking for granted the Hindu way of life with all its stipulations of infidelity, how shall infidelity be brought to an end, now that Muhammad’s Prophethood has come to an end—and it was by the prayers of the prophets that infidelity was being ended? How will “Truth be established at the Center” and how will the Word of God obtain the opportunity for supremacy? How will the True Faith prevail over other religions, if the kings of Islam, with the power and prestige of Islam that has appeared in the world, with three hundred years of hereditary faith in Islam, permit the banners of infidelity to be openly displayed in their capital and in the cities of the Muslims, idols to be openly worshiped and the conditions of infidelity to be observed as far as possible, the mandates of their false creed to operate without fear? How will the True Faith prevail if rulers allow the infidels to keep their temples, adorn their idols, and to make merry during their festivals with beating of drums and dhols [a kind of drum], singing and dancing?
The jurist Abul Fadhail Omar bin Ishaq ash-Shibli narrated to me that this Sultan does not leave the company of learned men whether in travel or in residence. He says: We were with him in one of his conquests. When we were on the way news of the victory reached him from the advance guard while we were in his presence. Then a joy befell him and he said: This is due to the blessing of those Ulama. Then he ordered them to enter the public treasury and they carried away as much wealth as they could. Those who were weak amongst them appointed a substitute who carried this wealth for them. The narrator continues, “They entered the treasury, but I did not enter, not did many of my peers because we did not belong to that group. Every one of those carried away two purses, each one containing 10,000 dirhams. But one of them carried three purses, two beneath his armpit, the other one on his head. When the Sultan saw them, he laughed in astonishment at the avarice of him who carried three. He (Sultan) asked about the rest of the persons and those who had not entered like me. It was said to him that these were below those because those were professors and these were assistants. He then ordered 10,000 dirhams to be given to everyone of them, and they were distributed among us. The narrator continues: the beacon of shariat, (Muslim Law) is standing on account of him and love for men of letters is found with him. They are shown honour and veneration. They exert to the highest to preserve that by which their reputation is established, by improving their mind and their appearance and in persevering in studying and in imparting knowledge, and right deliberation in all matters and moderation in all their affairs.
For Muslims the Islamic Shari'ah, or Divine Law, is the concrete embodiment of the Divine Will as elaborated in the Quran for the followers of Islam; and from the Islamic point of view the scriptures of all divinely revealed religions, each of which possesses its own Shari'ah, have the same function in those religions. For Muslims, who accept the Quran as the Word of God, therefore, following the Divine Law is basic and foundational for the practice of their religion.
