I have long since believed that in spite of all the vigilance that can be infused into post commanders, the special regulations of the Treasury Department have been violated, and that mostly by Jews and other unprincipled traders. I feel no inclination to retaliate for the offences of irresponsible persons; but if it is the policy of any General intrusted with the command of troops to show no quarter, or to punish with death prisoners taken in battle, I will accept the issue. Money expended in a fine navy, not only adds to our security and tends to prevent war in the future, but is very material aid to our commerce with foreign nations in the meantime. Money spent upon sea-coast defences is spent among our own people, and all goes back again among the people.
