"To this declaration they added a definite act of sovereignty which trespassed upon and contradicted the legal authority of the Crown. True, the motion was only moved and passed “provisionally,” but the words used were final, for in this motion the self-styled “National Assembly” declared that “provisionally” taxes and dues might be raised upon the old authority but that only until the National Assembly should disperse; “after which day" — and here we reach the sacramental formula, as it were, of the crisis — "the National Assembly wills and decrees that all taxes and dues of whatever nature which have not been specifically formally and freely granted by the said Assembly shall cease in every province of the kingdom no matter how such that province may be administered."

We are what we are today mainly because no one of those heresies finally overset our ancestral religion, but we are also what we are because each of them profoundly affected our fathers for generations, each heresy left behind its traces, and one of them, the great Mohammedan movement, remains to this day in dogmatic force and preponderant over a great fraction of territory which was once wholly ours.

The King yielded, and on the 27th, two days later, ordered the three Houses to meet together. The National Assembly was now legally constituted, and set out upon its career. The Crown, the old centre of authority, had abandoned its position, and had confirmed the Revolution, but in doing so it had acted as it were in contradiction with itself. It had made technically legal an illegality which destroyed its own old legal position, but it had done so with ill-will, and it was evident that some counter-stroke would be attempted to restore the full powers of the Crown.

It was the defection of the English Crown, the immense booty rapidly obtained by a few adventurers, like the Cecils and Russells, and a still smaller number of old families, like the Howards, which put England, with all its profound traditions and with all its organic inheritance of the great European thing, upon the side of the Northern Germanies. It was inevitable, therefore, that in England the fruits should first appear, for here only was there deep soil. That fruit upon which our modern observation has been most fixed was Capitalism. Capitalism proceeded from England and from the English Reformation; but it was not fully alive until the early eighteenth century. In the nineteenth it matured.

The legislator surveying the Capitalist State proposes as a remedy for certain of its evils the establishment of two categories in the State, compels the lower man to registration, to a tax, and the rest of it, and further compels the upper man to be the instrument in enforcing that registration and in collecting that tax.
