In my reports to the United Nations General Assembly and Human Rights Council, I said that democracy means the correlation of the will of the people and the governmental policies that affect them. Democratic governance is much more than ritual periodic elections, but entails genuine policy choices, people's power to propose legislation, challenge laws and regulations by referendum, demand transparency and accountability from government.
Participation by the public in decision-making, which requires full information, transparency and accountability, is essential to the democratic order. Theoretically "democracy" means popular government; government by all for everybody by the efforts of all. In a democracy the people must be able to say what they want, to nominate the executors of their wishes, to monitor their performance and remove them when they see fit. Naturally this presumes that all the individuals that make up a people are able to form an opinion and express it on all the subjects that interest them. It implies that everyone is politically and economically independent and therefore no-one, to live, would be obliged to submit to the will of others.
It is a strong argument for democracy that governments regulated by principles of accountability, respect for public opinion and the supremacy of just laws are more likely than an all-powerful ruler or ruling class, uninhibited by the need to honour the will of the people, to observe the traditional duties of Buddhist kingship. Traditional values serve both to justify and to decipher popular expectations of democratic government.
The national assembly of each country, as its highest legislative body, has a mission and responsibility to realise democratic government. Democracy must be not only the basic ideal of state administration for championing people's right to independence, but also a common ideal of world politics for ensuring equality and cooperation among countries.
