We have heard the rationales offered by the nuclear superpowers. We know who speaks for the nations. But who speaks for the human species? Who speaks for Earth?

We are fortunate: we are alive; we are powerful; the welfare of our civilization and our species is in our hands. If we do not speak for Earth, who will? If we are not committed to our own survival, who will be?

Nuclear weapons are an expression of one side of our human character. But there is another side. The same rocket technology that delivers nuclear warheads has also taken us peacefully into space. From that perspective, we see our Earth as it really is — a small and fragile and beautiful blue globe, the only home we have. We see no barriers of race or religion or country. We see the essential unity of our species and our planet; and with faith and common sense, that bright vision will ultimately prevail. Another major challenge, therefore, is to protect the quality of this world within which we live. The shadows that fail across the future are cast not only by the kinds of weapons we have built, but by the kind of world we will either nourish or neglect.

During the next several years, in addition to the four current nuclear powers, a small but significant number of nations will have the intellectual, physical, and financial resources to produce both nuclear weapons and the means of delivering them. In time, it is estimated, many other nations will have either this capacity or other ways of obtaining nuclear warheads, even as missiles can be commercially purchased today. I ask you to stop and think for a moment what it would mean to have nuclear weapons in so many hands, in the hands of countries large and small, stable and unstable, responsible and irresponsible, scattered throughout the world. There would be no rest for anyone then, no stability, no real security, and no chance of effective disarmament. There would only be the increased chance of accidental war, and an increased necessity for the great powers to involve themselves in what otherwise would be local conflicts. If only one thermonuclear bomb were to be dropped on any American, Russian, or any other city, whether it was launched by accident or design, by a madman or by an enemy, by a large nation or by a small, from any corner of the world, that one bomb could release more destructive power on the inhabitants of that one helpless city than all the bombs dropped in the Second World War.

We speak for millions of reasoning people fighting to preserve our environment from greed and from stupidity.

We must recognize that as the dominant power in the world we have a special responsibility. In addition to protecting our national interests, we must take the leadership in protecting the common interests of humanity. I go into some detail as to what that entails. Mankind’s power over nature has increased cumulatively while its ability to govern itself has not kept pace. There is no other country that can take the place of the United States in the foreseeable future. If the United States fails to provide the right kind of leadership our civilization may destroy itself. That is the unpleasant reality that confronts us.

The insanity of the human race had reached its historical zenith. The Cold War was at its height. Nuclear missiles capable of destroying the Earth ten times over could be launched at a moment’s notice, spread out among the countless missile silos dotting two continents and hidden within ghostlike nuclear-powered ballistic missile submarines patrolling deep under the sea. A single Lafayette- or Yankee-class submarine held enough warheads to destroy hundreds of cities and kill hundreds of millions, but most people continued their lives as if nothing was wrong. As an astrophysicist, Ye was strongly against nuclear weapons. She knew this was a power that should belong only to the stars. She knew also that the universe had even more terrible forces: black holes, antimatter, and more. Compared to those forces, a thermonuclear bomb was nothing but a tiny candle. If humans obtained mastery over one of those other forces, the world might be vaporized in a moment. In the face of madness, rationality was powerless. *

Who is really in charge of this planet?

Combatting the nuclear threat has been our exclusive preoccupation, since we are dedicated to the proposition that to insure the conditions of life, we must prevent the conditions of death. Ultimately, we believe people must come to terms with the fact that the struggle is not between different national destinies, between opposing ideologies, but rather between catastrophe and survival. All nations share a linked destiny; nuclear weapons are their shared enemy.

In view of the fact that we can achieve our objectives with conventional weapons, there is no purpose to be gained through the use of our nuclear arsenal. To use it would merely guarantee the annihilation of hundreds of thousands of people, none of whom would have been responsible for the decision invoked in bringing about the weapons' use, not to mention incalculable damage to our natural environment.

The consistent underlying psychology of the United States, which has held the lead in nuclear war capability and capacity throughout these 40 [now 75] years, should be understandable to anyone who has ever known a violent neighborhood bully. The government of Americans means to have its way through the use and threatened to use of superior force. It will lie. It will deceive. It will kill. It will escalate the threat and use of force to the highest level it dares. It will bluff, dangerous as that can be. It will do whatever is must to dominate. It does this in the face of the fact that its very preparation for a nuclear war may destroy all life. American war planners busily devised strategies for crippling the Soviet Union with revealing names like BROILER, FROLIC, SIZZLE, SHAKEDOWN, DROPSHOT, and VULTURE. The number of Soviet targets to be destroyed grew in number from 20 cities in December 1945 to 200 cities in 1949 and to 3261 total targets by 1957. The number of times the use of nuclear weapons has been contemplated by Americans is unbearable.
