The Negro constitutes half the poor of the nation. Like all poor, Negro and white, they have many unwanted children. This is a cruel evil they urgently need to control. There is scarcely anything more tragic in human life than a child who is not wanted. That which should be a blessing becomes a curse for parent and child. There is nothing inherent in the Negro mentality which creates this condition. Their poverty causes it. When Negroes have been able to ascend economically, statistics reveal they plan their families with even greater care than whites. Negroes of higher economic and educational status actually have fewer children than white families in the same circumstances.

Consider the Negro as a neighbor. He is frequently repelled and avoided by the white man, but is it only color prejudice? On the contrary, it is because the Negro family is, on average, a loose, morally lax group, and brings with its presence a rapid rise in crime and vandalism. No statutes, no sermons, no demonstrations, will obtain for the Negro the liking and respect that sober virtues commend. And the leaders of Negro thought: they blame the crime and immorality upon the slums and the low income—as if individual responsibility could be bought with a thousand dollars a year.
For the Negro, therefore, intelligent guides of family planning are a profoundly important ingredient in his quest for security and a decent life. There are mountainous obstacles still separating Negroes from a normal existence. Yet one element in stabilizing his life would be an understanding of and easy access to the means to develop a family related in size to his community environment and to the income potential he can command. This is not to suggest that the Negro will solve all his problems through Planned Parenthood. His problems are far more complex, encompassing economic security, education, freedom from discrimination, decent housing and access to culture. Yet if family planning is sensible it can facilitate or at least not be an obstacle to the solution of the many profound problems that plague him.
The Negro race has reached a place in its history when every possible effort should be made to have every Negro child count as a valuable contribution to the future of America. Negro parents, like all parents, must create the next generation from strength, not from weakness; from health, not from despair.
Now, in order to answer the question, "Where do we go from here?" which is our theme, we must first honestly recognize where we are now. When the Constitution was written, a strange formula to determine taxes and representation declared that the Negro was sixty percent of a person. Today another curious formula seems to declare that he is fifty percent of a person. Of the good things in life, the Negro has approximately one half those of whites. of the bad things of life, he has twice those of whites. Thus half of all Negroes live in substandard housing. And Negroes have half the income of whites. When we view the negative experiences of life, the Negro has a double share. There are twice as many unemployed. The rate of infant mortality among Negroes is double that of whites and there are twice as many Negroes dying in Vietnam as whites in proportion to their size in the population.
The reason for high rates of black poverty and crime is not -systemic racism-, but the absence of fathers in the lives of so many black families. The research showing that this is true is vast and has been known for decades, even if progressives prefer to ignore it or deny it or blame -systemic racism-.
I believe that the Negro question is coming definitely to the fore in America, not only because of the war, but in anticipation of the place the Negro will occupy after the peace. I think it is magnificent that we are in on the ground floor, helping Negroes to control their birth rate, to reduce their high infant and maternal death rate, to maintain better standards of health and living for those already born, and to create better opportunities for those who will be born. In other words, we're giving Negroes an opportunity to help themselves, and to rise to their own heights through education and the principles of a democracy.
First, weaken the black family, but don't blame it on individual choices. You have to preach that today's weak black family is a legacy of slavery, Jim Crow and racism. The truth is that black female-headed households were just 18 percent of households in 1950, as opposed to about 68 percent today. In fact, from 1890 to 1940, the black marriage rate was slightly higher than that of whites... In New York City, in 1925, 85 percent of black households were two-parent households... Disgustingly, black politicians, civil rights leaders, liberals and the president are talking nonsense about "having a conversation about race." That's beyond useless. Tell me how a conversation with white people is going to stop black predators from preying on blacks. How is such a conversation going to eliminate the 75 percent illegitimacy rate? What will such a conversation do about the breakdown of the black family... Only black people can solve our problems.
Today Negroes want above all else to abolish poverty in their lives and in the lives of the white poor. This is the heart of their program. To end the humiliation was a start, but to end poverty is a bigger task. It is natural for Negroes to turn to the labor movement because it was the first and pioneer anti-poverty program....
