I think that support for Ukraine’s effort to defend itself is legitimate. If it is, of course, it has to be carefully scaled, so that it actually improves their situation and doesn’t escalate the conflict, to lead to destruction of Ukraine and possibly beyond sanctions against the aggressor, or appropriate just as sanctions against Washington would have been appropriate when it invaded Iraq, or Afghanistan, or many other cases. […] However, I still think it’s not quite the right question. The right question is: What is the best thing to do to save Ukraine from a grim fate, from further destruction? And that’s to move towards a negotiated settlement.

We’ll deepen our support for Ukraine’s brave defenders and for the Ukrainian civilians suffering as a result of the deepening humanitarian crisis. We’ll continue to raise the cost of President Putin and all who carry out and enable his war of choice and the devastation that it’s causing. We’ll continue to strengthen our capacity to defend our collective security and deter further escalation by Russia, including by upholding our Article 5 commitment that an attack on one is an attack on all. NATO is a defensive Alliance. We’ve never sought and will not seek conflict with Russia. But as President Biden has said, we will defend every inch of NATO territory. No one should doubt America’s readiness or our resolve. At the same time, we’ll keep open the door to dialogue and diplomacy while making clear to the Kremlin that unless it changes course, it will continue down the road of increasing isolation and economic pain. And we’ll support Ukraine in its talks with Russia to reach a ceasefire and the unconditional withdrawal of Russian forces, something that Foreign Minister Kuleba and I have been discussing on a daily basis. In the meantime, we are working urgently with the Government of Ukraine, the ICRC, and others to create humanitarian corridors that will allow civilians to get out of Ukraine’s besieged cities and to allow food, medicine, and other vital supplies to get in. Russia’s attack created this humanitarian crisis. Now, all countries have a responsibility to pressure the Kremlin to alleviate at least some of the misery that it has wrought.

Defending Ukraine's sovereignty and territorial integrity is about much more than standing up for one nation's right to choose its own path, fundamental as that right is. It's also about protecting an international order where no nation can redraw the borders of another by force. If we fail to defend this principle when the Kremlin is so flagrantly violating it, we send a message to aggressors everywhere that they can ignore it, too. We put every country at risk. We open the door to a less secure, a less peaceful world. We see what that world looks like in the parts of Ukraine controlled by Russian forces. Wherever the Russian tide recedes, we discover the horror that's left in its wake.

Ukraine will continue to defend itself and will win in this war waged against us. Because we are on our land. The truth is on our side. And the whole civilized world is with us. We are fighting for what is true for any people on the planet - for life and freedom, for the right to happiness for all our families, for all our children.

Our delegation reiterated to President Zelensky the bipartisan consensus which the Senate demonstrated with last night's vote. The United States of America has Ukraine's back and will stand with our friends until they win. Ukraine is not asking anybody to fight their fight for them. They are only asking for help in getting the resources and tools they need to defend themselves. And we and our friends and partners across the free world will stand behind Ukraine until they achieve victory as they define it. The outcome of this fight has major ramifications for the West, and the Ukrainians should not be left to stand all alone. As an overwhelming bipartisan majority of the Senate reaffirmed yesterday, America's decision to support Ukraine is not some frivolous act of charity. It serves our own national security and strategic interests for international borders to continue to actually mean something. It serves our own security and interest to impose massive costs on Putin's long-running campaign of violent imperialism. And it directly and powerfully serves our national interest to deter potential future wars of aggression before they start.

Some 50 countries have stepped up to help Ukraine defend itself and deter future threats. When Putin launched his reckless and unprovoked invasion 11 months ago, he thought that Ukraine would just collapse. And he thought that the world would just look away. But Putin didn't count on the courage of the Ukrainian people. And he didn't count on the skill of the Ukrainian military. And he didn't count on you — on everyone on-screen and around this table. But we need to keep up our momentum and resolve. And we need to dig even deeper. This is a decisive moment for Ukraine, in a decisive decade for the world. So make no mistake. We will support Ukraine's self-defense for as long as it takes. Now, we know that Russia remains bent on aggression and conquest. And Russian forces have increased their horrific attacks, killing many innocent Ukrainians.

The Russian invasion of Ukraine marks a turning point. It is our duty to do our best to support Ukraine in defending itself against Putin's invading army.

The troops of LPR and DPR are fighting for their land. And now I have a question: What would the Ukrainian territorial defense fight for? None of it is their land.

Russia started this war and has been the aggressor and violator in the conflict. Ukraine deserves the right to defend itself.

America stands with Ukraine, and we will do everything we can to help them defend themselves against the Russian Federation.

The EU and the world has seen : you are the defenders of your country. But you are not fighting only to protect your homes and your territory. You are fighting for what we all believe in. Freedom. Democracy. The rule of law. And here, in Ukraine, these values are not buzzwords; they are being fought for, because you know that without them, there is nothing else.

Our delegation was honored to meet with President Zelenskyy. He expressed his gratitude to the United States for our leadership and support on a bipartisan basis, as well as for other countries that have stood by his people in their time of need. America is not the only free country that has Ukraine's back. President Zelenskyy was moved by certain European countries who have given Ukraine, in his words, literally "everything they had." Of course, other European countries can and should do more to help Ukraine. And the administration should lead an effort to ensure broad, sustained international support for Ukraine. America's support for Ukraine has highlighted the limits to our stockpiles of certain munitions and shortcomings in our own defense production capacity. A number of European countries have dipped even deeper into their weapons inventories. They will need a refill as well. As our European friends wake up from their "holiday from history" and increase defense spending, I hope the United States will be a reliable supplier of advanced weaponry to our NATO allies, a textbook win-win.

We cannot afford Russia to win this war. Otherwise the US and European interests will be very damaged. It is not a matter of generosity alone, It is not a matter of supporting Ukrainian people because we love Ukrainian people. It is in our own interest, and it is also in the interest of the US as a global player, someone who has to be perceived as a reliable partner, a security provider to the allies.

So, in this war, we are fighting for freedom in all senses: the freedom to be an independent state, not a colony of Russia; the freedom to be Ukrainians, to have our own language and culture, as other nations of the world do; the freedom to have a democratic choice — a chance to build a country where the judiciary is independent, human rights are protected, the government is accountable, and the police serve the people.
