One just has to leave the United States and speak to people in other countries, especially those long subjugated by the US, to see how true this idea (that the US is a force for peace) really is. The United States is a global Empire, which imposes its world order through military force. A new study reveals that US “counterterrorism” operations have been active in 83 countries in the last three years alone. It does this not to spread “democracy” or “human rights”—a ridiculous assertion for an oligarchy that hosts the largest incarcerated population—but to extract resources and protect capital. Whatever the US dictates, its junior collaborators follow suit and the rest know the penalty for bucking the beast—genocidal sanctions, coups, invasions and bombing campaigns. These criminal actions depend on a compliant corporate media that make them palatable to the public.

The empire that rules the world today is both more and less than its British begetter. It has a much bigger economy, many more people, a much larger arsenal. But it is an empire that lacks the drive to export its capital, its people and its culture to those backward regions that need them most urgently and which, if they are neglected, will breed the greatest threats to its security. It is an empire, in short, that dare not speak its name. It is an empire in denial.

The United States of America is the most powerful nation on Earth. Period. It's not even close. We spend more on our military than the next eight nations combined. Our troops are the finest fighting force in the history of the world. No nation dares to attack us or our allies because they know that's the path to ruin. Surveys show our standing around the world is high... When it comes to every important international issue, people of the world do not look to Beijing or Moscow to lead; they call us.

America is the most magnanimous of all imperial powers that have ever existed.

U.S. imperialism has over-reached itself. It has deployed its armed forces in every continent and ocean of the world; it has committed aggression and tried to suppress the people’s revolution everywhere. With its shortage of troops, its far-flung battle fronts, its remote rear and the dispersion of its forces, it is keeping up its strength in one place at the expense of others, and is unable to attend to everything at once Its position is becoming very passive and strategically it is already receiving blows on all sides.

Endless wars persist (and in some cases have even intensified); the nation’s various alliances and its empire of overseas bases remain intact; US troops are still present in something like 140 countries; Pentagon and national security state spending continues to increase astronomically.

U.S. imperialism is the most ferocious enemy confronting the people of the world. Since the war, it has made use of its economic strength, which was inflated during the war, to build up an unprecedented and colossal war machine, brandishing its nuclear weapons and carrying out frantic aggression everywhere in its attempt to dominate the whole world.

Political, economic and social dysfunction define the American empire. Our staggering inability to contain the pandemic, which now infects over 5 million Americans, and the failure to cope with the economic fallout the pandemic has caused, has exposed the American capitalist model as bankrupt. It has freed the world, dominated by the United States for seven decades, to look at other social and political systems that serve the common good rather than corporate greed. The diminished stature of the United States, even among our European allies, brings with it the hope for new forms of government and new forms of power.

The foreign policy of the US has been one of "empire building" ever since the First World War. The Constitution authorizes government to provide for "national DE-fense", not "international OF-fense". If Americans were really interested in promoting our national safety, they would realize that a policy of constant foreign intervention directly undermines that stated goal. Our country has military forces stationed in 135 countries around the world, and we are influencing their governments and economies either directly or indirectly in every case. That is the political equivalent of poking them in the eye with a sharp stick. It is little wonder then that dozens of countries and millions of people around the world harbor more than a little resentment against us. The recent mutilation of American civilians is just the beginning of the violence that will be directed toward us if we do not bring our troops home where they belong.

We are not a benign hegemon, this is not a peaceful democracy, this is not what you think it is. This is a malevolent empire, the US regime is a malevolent empire; and behind all the nice words, all the flowery language - about who we are and our democracy - behind all of that is real hard power. Real hard power; and they're willing to back it up: behind all of that is a global conspiracy of the most powerful people in the world, and they control communication; transportation; finance; the currency, and the flow of information. That's what underlies the whole thing, and their advantage - their profit - and their benefit - that's what it's all about. And they can dress it up real nice and talk about "our democracy" and "he's like Churchill" and all this kind of stuff, but its a big protection racket, it is a global criminal syndicate. Make no mistake about it.

Indeed, if we compare the United States with us, the American empire is hundreds, even thousands of times stronger than us in terms of economy, quantity and quality of weapons and military equipment, when the war just started. But America is absolutely weaker than us in politics, culture, and at the same time inferior to us in science and military art.

Let’s take one issue alone, and that’s U.S. military bases overseas, for example. There are over 800 U.S. military bases. The vast majority of them are serving no national security purpose. They’re relics of World War II. Why do we need dozens of military bases in Germany, in Italy? We have them in Korea now, where there’s peace talks in Korea, and yet we still have dozens of military bases. In fact, over 80 of them.

The world has changed greatly since I left the White House. Now there is only one superpower, with unprecedented military and economic strength. The coming budget for American armaments will be greater than those of the next fifteen nations combined, and there are troops from the United States in many countries throughout the world. Our gross national economy exceeds that of the three countries that follow us, and our nation's voice most often prevails as decisions are made concerning trade, humanitarian assistance, and the allocation of global wealth. This dominant status is unlikely to change in our lifetimes. Great American power and responsibility are not unprecedented, and have been used with restraint and great benefit in the past. We have not assumed that super strength guarantees super wisdom, and we have consistently reached out to the international community to ensure that our own power and influence are tempered by the best common judgment. Within our country, ultimate decisions are made through democratic means, which tend to moderate radical or ill-advised proposals. Constrained and inspired by historic constitutional principles, our nation has endeavored for more than two hundred years to follow the now almost universal ideals of freedom, human rights, and justice for all.

Empire is a very stimulating account of globalisation, but it is hopelessly wrong on two central issues. The state has not withered away. Strong states still exist—USA, China, Germany, etc—but the difference with the past is that there is now only one Empire and this is not the nebulous entity imagined by Cultural Studies, but a real, living organism and it has a name; the United States of America.
