I had felt compelled to report everything important that I had found out, as if I were writing an academic paper. Instead of submitting a formal report, I could have simply informed the IR authorities that I had some ideas and information on the IR program that I wanted to discuss with them. In that case, the IR people might have given my criticisms some attention.
