Charles 'Joe' Hynes began to remind people: Ultimate goal of law enforcement is not locking people up, but rather increasing public safety.

If the goal is public safety, then we should be doing whatever it takes to say, “How do we make sure this harm doesn’t happen again and how do we keep people safe?” The answer is not, overwhelmingly, to just throw somebody in a cage and then throw them back out on the street after whatever the sentence is. Where they’re not in a position to thrive.

The ultimate aim of government is not to rule, or restrain, by fear, nor to exact obedience, but contrariwise, to free every man from fear, that he may live in all possible security; in other words, to strengthen his natural right to exist and work without injury to himself or others.

The ultimate goal of laws is to educate the society to abide by the law and law by itself can only address the symptoms, but education can reach deep into our heart, which is far more effective to set the society on the right course. So, education is the fundamental solution. Although I am an educator, I am marching toward the same goal as a lawyer and there is no need to feel disappointed.

The aim of the law is not to punish sins, but is to prevent certain external results.

But racial bias isn’t epidemic in law enforcement any more than it is epidemic in academia or the arts. In fact, I believe law enforcement overwhelmingly attracts people who want to do good for a living—people who risk their lives because they want to help other people. They don’t sign up to be cops in New York or Chicago or L.A. to help white people or black people or Hispanic people or Asian people. They sign up because they want to help all people. And they do some of the hardest, most dangerous policing to protect people of color.

Legalizing drugs would simultaneously reduce the amount of crime and raise the quality of law enforcement.

Our ultimate aim should be to see the day when the international community is able to deal with each and every security challenge anywhere, anytime, by better pooling together existing resources and capabilities for responding to unlawful violence.

A visible police presence on the streets is the best means we have of reassuring communities throughout Scotland. We know too that high visibility policing deters criminals.

You can want the police to stop crime in your neighborhood and also want them to stop using excessive force. You can want them to hunt down a killer on your streets and also want them to stop using racial profiling. You can believe in the need for consequence and accountability, especially for serious criminals, and also oppose unjust incarceration. I believed it was essential to weave all these varied strands together.

The police are not entrusted with a mission which differentiates them from those they serve. Being unconcerned with ultimate purposes, they are inseparable from the persons and interests of their masters, and shine with their reflected glory.
