But, to be clear, although I am from a law enforcement family, and have spent much of my career in law enforcement, I’m not looking to let law enforcement off the hook. Those of us in law enforcement must redouble our efforts to resist bias and prejudice. We must better understand the people we serve and protect—by trying to know, deep in our gut, what it feels like to be a law-abiding young black man walking on the street and encountering law enforcement. We must understand how that young man may see us. We must resist the lazy shortcuts of cynicism and approach him with respect and decency.
We must account for that inheritance. And we, especially those of us who enjoy the privilege that comes with being the majority, must confront the biases that are inescapable parts of the human condition. We must speak the truth about our shortcomings as law enforcement, and fight to be better. But as a country, we must also speak the truth to ourselves. Law enforcement is not the root cause of problems in our hardest hit neighborhoods. Police officers, people of enormous courage and integrity, in the main, are in those neighborhoods, risking their lives, to protect folks from offenders who are the product of problems that will not be solved by body cameras.

As the brother of a retired police officer, I know that the overwhelming majority of America’s brave men and women in law enforcement do their jobs honorably, with integrity, and often at great personal risk. I have immense regard for the vital role that they play in all of America’s communities – and the sacrifices that they and their families are too often called to make on behalf of their country. So why has that officer, like his colleagues, locked up so many young men of color? Why does he have that life-shaping experience? Is it because he is a racist? Why are so many black men in jail? Is it because cops, prosecutors, judges, and juries are racist? Because they are turning a blind eye to white robbers and drug dealers? The answer is a fourth hard truth, I don't think so. If it were so, that would be easier to address. We would just need to change the way we hire, train, and measure law enforcement and that would substantially fix it. We would then go get those white criminals we have been ignoring. But the truth is significantly harder than that.
A community where local authorities consistently approached law enforcement not as a means for protecting public safety, but as a way to generate revenue. A community where both policing and municipal court practices were found to disproportionately harm African American residents. A community where this harm frequently appears to stem, at least in part, from racial bias – both implicit and explicit. And a community where all of these conditions, unlawful practices, and constitutional violations have not only severely undermined the public trust, eroded police legitimacy, and made local residents less safe – but created an intensely charged atmosphere where people feel under assault and under siege by those charged to serve and protect them.
[About black people being over-represented in criminal statistics:] As any intro stat student will tell you, you've got to control for the confounding variables. Men make up more than 90 % of victims in all these cases whether you're talking about brutality, prison, shot by the cops, or otherwise. Men are of course only 50 % of the population. Just viewing that fact doesn't tell you anyting about anti-male bias per se. It's impossible to not to talk about the underlying facts of racially disparate crime: 13 % of the population commits, and suffers, 52 % of the murders. [...] Virtually all of the disparities [...], show [young black men] in particular, showing up at heavily disproportionate rates and that's a first order problem. The police are coming into contact with young black men far more often as a result. [...] I'm not saying there's no racial bias in police; I think there is. [...] But I don't want to be such a self-flattering backseat driver to the cops whose job it is to actually keep everyone safe, including black and hispanic people, the vast majority of whom do not commit crime even in the most criminal neighborhoods. And when anyone, no matter how good their intentions may be, paints all police as biased or bigoted, we undermine those officers we depend on for our safety. And as for those who use rhetoric suggesting harm to police, even if they don’t act on it themselves -- well, they not only make the jobs of police officers even more dangerous, but they do a disservice to the very cause of justice that they claim to promote.

There's good cops out there. I had a lot of interactions with cops as a young man that were nothing but positive. It's not that the police as an idea are the enemy. It is the system is that is rotten... i think even honest cops recognize that the system is fundamentally broken.... There are a lot of cops who've given their lives to stop very bad people... we should honor them... we should provide for their families... but the way that we do that is by providing a better society that's more fair to police by being more fair to everyone... Being a FBI agent, being a police officer in Denver, Aurora, or any community is a tremendously rewarding job. To a certain extent, it goes up and down. It can be thankless as well. But you're really serving your community if you're serving as a police officer. I prosecuted homicide cases in Washington for almost three years, where I spent much, if not most of my time in the courtrooms along with homicide victims' families and the like, and it tears apart a community, and there's no more valuable function to the safety and security of the community than the police forces.
Let me be transparent about my affection for cops. When you dial 911, whether you are white or black, the cops come, and they come quickly, and they come quickly whether they are white or black. That’s what cops do, in addition to all of the other hard and difficult and dangerous and frightening things that they do. They respond to homes in the middle of the night where a drunken father, wielding a gun, is threatening his wife and children. They pound up the back stairs of an apartment building, not knowing whether the guys behind the door they are about to enter are armed, or high, or both.
