We, the nuclear hostages - all the peoples of the Earth - must educate ourselves about conventional and nuclear warfare. Then we must educate our governments. We must learn the science and technology that provide the only conceivable tools for our survival. We must be willing to challenge courageously the conventional social, political, economic and religious wisdom. We must make every effort to understand that our fellow humans, all over the world, are human. Of course, such steps are difficult. Bus as Einstein many times replied when his suggestions were rejected as impractical or as inconsistent with ‘human nature’: What is the alternative?

These are three concrete steps that, I believe, can readily be taken. Protect the material and strengthen verification. Control the fuel cycle. Accelerate disarmament efforts. But that is not enough. The hard part is: how do we create an environment in which nuclear weapons — like slavery or genocide — are regarded as a taboo and a historical anomaly?
Nuclear war, unless it is prevented, would lead to the extinction of life on Earth and possibly in the Universe. Can we take such a risk? In our medical practice when we deal with a critical patient in order to save him, we mobilize all our energies and knowledge, sacrifice part of our hearts and enlist the cooperation of our most experienced colleagues. Today we face a seriously ill humanity, torn apart by distrust and fear of nuclear war. To save it we must arouse the conscience of the world's peoples, cultivate hatred for nuclear weapons, repudiate egoism and chauvinism, and create favorable atmosphere of trust. In the nuclear age we are all interdependent. The Earth is our only common home which we cannot abandon. The new suicidal situation calls for the new thinking. We must convince those who take political decisions. Our professional duty is to protect life on Earth. True to the Hippocratic Oath, physicians will dedicate their knowledge, their hearts and their lives to the happiness of their patients and the well-being of the peoples of the world.
If we are going to be destroyed by an atomic bomb, let that bomb when it comes find us doing sensible and human things — praying, working, teaching, reading, listening to music, bathing the children, playing tennis, chatting to our friends over a pint and a game of darts — not huddled together like frightened sheep and thinking about bombs. They might break our bodies (a microbe can do that) but they need not dominate our minds.
We have fought this war and won it. Now let us not be sanctimonious; nor hypocritical; nor vengeful; nor stupid. Let us make our enemies incapable of ever making war again, let us re-educate them, let us learn to live in peace and justice with all countries and all peoples in this world. To do this we must educate and re-educate. But first we must educate ourselves.

A major part of this latter effort is, of course, the responsibility of you who are engaged in civil defense.
