When Woodrow Wilson wrote his essay “The Study of Administration” in 1887, he attempted to square the needs of a complex industrial nation with the demands of a democratic political culture (Felker 1993). With a vision of administration untouched by politics, he prescribed their separation. Frank Goodnow’s book Politics and Administration (1900) elaborated on this dichotomy, and Leonard White’s (1926) work made the separation of politics and administration an article of faith in the first textbook on the subject. This is emblematic of a turn public administration made at its inception, a decision paralleled by political science as it embraced the “god” of science and ignored the truth of context, history, values, and, messiest of all, unforeseen, unpredictable exigencies.

Much of the pioneering work in organization theory was written about public organizations, or with public organizations in mind. When Weber wrote about bureaucracy, he was thinking of the Prussian civil service. Philip Selznick began his scholarly career writing about the New Deal Tennessee Valley Authority in TVA and the Grass Roots (1953). Herbert Simon’s first published article (1937) was on municipal government performance measurement, and Simon also coauthored early in his career a book called Public Administration (1950) and a number of papers (e.g., Simon, 1953) published in Public Administration Review. Michel Crozier’s classic, The Bureaucratic Phenomenon (1954), was about two government organizations in France.

This is a study of the public administration movement from the viewpoint of political theory and the history of ideas. It seeks to review and analyze the theoretical element in administrative writings and to present the development of the public administration movement as a chapter in the history of American political thought.

At the time of its initial publication, Public Administration helped to define this field of study and practice by introducing two major new emphases: an orientation toward human behavior and human relations in organizations, and an emphasis on the interaction between administration, politics, and policy. Without neglecting more traditional concerns with organization structure, Simon, Thompson, and Smithburg viewed administration in its behavioral and political contexts. The viewpoints they express still are at the center of public administration's concerns.

Public administration as an American profession originated in the early twentieth century with urban reformers advocating the application of scientific and business practices to rehabilitate corrupt city governments. That approach transformed governance in the United States but also guaranteed recurrent debate over the proper role of public administrators, who must balance the often contradictory demands of efficiency and politically defined notions of the public good. Currently the business approach holds sway. Legitimated by Al Gore's National Performance Review, the movement promotes entrepreneurs over civil servants, performance over process, decentralization over centralization, and flexibility over rules. John Rohr demurs, arguing that the movement goes too far in downplaying the distinctively American challenges arising from the separated powers principle. Consequently, the NPM alienates public management from its natural home -- a nation-state established within a constitutional order.

Administration is sometimes referred to by specialized words such as management or organization, by particular terms such as executive work, or by general concepts such as public administration. Regardless of the name or nature of this supposedly new science, it is an art and technique which reaches far back into the experience of civilized man. For this reason, we include in this book ideas about administration presented by many authorities ranging from Aristotle and Socrates to Wilson and Stalin. Also included are the contributions of some three hundred other writers less renowned but no less convincing as to the importance of administration and its related subjects of management and organization.

Already, we may truly say, we have an enormous body of exact and usable knowledge in the domain of administration. It would be easy to list thousands of volumes and articles on the subject, from the hands of high competence. I have seen this body of literature grow from a few items in 1898 to an enormous mass in 1939. During this period I have seen the number of research workers increase from a mere handful to hundreds. This is a fact also, at least for informed and competent persons. During this period the opportunities for life work in administration have multiplied many times. I dare say, though I shall not try to prove it, that the body of exact literature in administration is many times larger than the body of exact literature in natural science when Bacon, Galileo, and Newton, began the revolution in natural science three hundred years ago. During this same period I have seen the number of societies and organizations among administrators, local and general, increase from nothing to fifty or sixty.

When I was president of the American Society for Public Administration, I grappled with questions of where that field was going, how it could make itself relevant to those who must steer the business of government on a daily basis, to those who must respond to citizens 24/7... Now I find myself asking a similar question, but this time in terms of political science. Happily, I see glimmers of light, giving hope that the field is returning to that which made it relevant in the first place: a search for guidance and truths about what it takes, as first Woodrow Wilson (1887), then Marshall Dimock (1937), and more recently John Rohr (1986) remind us, to "run a constitution."
