But we need not only a new generation of weapons. We need a new generation of thinking. That means strengthening and renewing our key alliances.

I sincerely ask those watching at home tonight who supported President Bush four years ago: did you really get what you expected from the candidate you voted for? Is our country more united today? Or more divided? Has the promise of compassionate conservatism been fulfilled? Or do those words now ring hollow? For that matter, are the economic policies really conservative at all? For example, did you expect the largest deficits in history, year after year? One right after another? And the loss of more than a million jobs?

It is important that America not just stand tall against terrorists, but America must also stand for economic opportunity and democratic freedoms. America must stand for human rights. America must stand for the rights of women. America must stand for environmental protection and energy conservation. The Administration in which I served looked at the challenges we faced in the world and said we wished to tackle these "With others, if possible; alone, if we must." This Administration sometimes seems inclined to stand that on its head, so that the message is: "With others, if we must; by ourselves, if possible."
