The Republicans, the opponents no longer have an argument. And certainly, we hear a lot coming from the Republican side that is absolutely out of touch with reality. We raised money through the congressional appropriations process. We enhanced the border security. That part of the work is done. Everybody that I know has looked at it said, okay, we have a secure border. There’s no need for this rhetoric and demagoguery that’s still —is carried out on the Republican side. You’ve run out of excuses. ... I understand him, he’s (Donald Trump) talking about a very tall wall. Right? A beautiful tall wall. The most beautiful tall wall, better than the Great Wall of China, that would run the entire border. That he would somehow magically get the Mexican government to pay for. And, you know, it’s just fantasy. And in fact, if he cared to know anything about what members of Congress, like the senator and I have done, where it was necessary, we did support some fencing. Where it was necessary, we did add border patrol agents. We have done what by any fair estimate would have to conclude is a good job, quote, “securing the border”. So let’s get about the business of comprehensive immigration reform.

Let’s also try that approach on immigration. The president has promised greater border security. We can agree to that. A literal wall might not be the most effective means to that end, but we can provide the resources necessary to secure the border with smart and affordable measures. Let’s make it part of a comprehensive bill that members of both parties can get behind — one that values our security as well as the humanity of immigrants and their contributions to our economy and culture.

I also created a White House virus task force. It's a big thing, a virus task force. I requested 2.5 billion dollars to ensure we have the resources we need. The Democrats said, "That's terrible. He's doing the wrong thing. He needs eight and a half billion, not two and a half." I've never had that before. I ask for two and a half, they want to give me eight and a half, so I said, "I'll take it." Does that make me a bad... I'll take it. I'll take it. I never had that before. I never had it. We want two and a half million. That's plenty. We demand you take eight and a half. He doesn't know what he's doing. We want eight and a half. These people are crazy. We must understand that border security is also health security. And you've all seen the wall has gone up like magic. It's gone up like magic. You think that was an easy one? That was not an easy one. It's going up great and we're up now 132 miles and this is the exact wall that border security, water, everything.

My budget nearly doubles funding for a sustained strategy of homeland security, focused on four key areas: bioterrorism, emergency response, airport and border security, and improved intelligence. We will develop vaccines to fight anthrax and other deadly diseases. We'll increase funding to help states and communities train and equip our heroic police and firefighters. We will improve intelligence collection and sharing, expand patrols at our borders, strengthen the security of air travel, and use technology to track the arrivals and departures of visitors to the United States.

We're going to build a wall and Mexico is going to pay. And the reason they're going to pay and the way they're going to pay, Bob, is this. We have a trade deficit now with Mexico of $58 billion a year. The wall is going to cost $10 billion a year. That's what it's going to cost. It's going to be a powerful wall. It's going to cost $10 billion.

There are not the votes in the Senate for an expensive, taxpayer-funded border wall. So, President Trump: You will not get your wall. Abandon your shutdown strategy. You're not getting the wall today, next week, or on January 3rd when Democrats take control of the House. Just two days ago, the Senate came together to support a proposal by leader McConnell; unanimously- every Democrat, every Republican- to extend government funding through February without partisan demands. What it would accomplish would be the government would not shut down. The fights that we're having would be postponed to a later day, and millions of Americans would not be hurt this Christmas week. So let me repeat that: the Senate- every Democrat, every Republican- has already unanimously supported a clean extension of government funding. Democrats supported the measure because we do not want to see the government shut down. We have no demands other than that. We had every indication the President would sign the legislation, as did our friends, the Republicans on the other side of the aisle in the Senate.

The Pentagon will get an extra $165 billion over the next two years—that’s even more than Donald Trump asked for...The figures contained in the recent budget deal that kept Congress open, as well as in President Trump’s budget proposal for 2019, are a case in point: $700 billion for the Pentagon and related programs in 2018 and $716 billion the following year. Remarkably, such numbers far exceeded even the Pentagon’s own expansive expectations.... The majority of Republican fiscal conservatives were thrilled to sign off on a Pentagon increase that, combined with the Trump tax cut for the rich, funds ballooning deficits as far as the eye can see—a total of $7.7 trillion worth of them over the next decade.

You're going to have a deportation force, and you're going to do it humanely and you're going to bring the country -- and, frankly, the people, because you have some excellent, wonderful people, some fantastic people hat have been here for a long period of time. Don't forget, Mika, that you have millions of people that are waiting in line to come into this country and they're waiting to come in legally. And I always say the wall, we're going to build the wall. It's going to be a real deal. It's going to be a real wall. There was a picture in one of the magazines where they had a wall this tall and they were taking drugs over the wall. They built a ramp over the wall and the truck was going up and down. They were using it like a highway; the wall is like a highway. It's not going to happen. It's going to be a Trump wall. It's going to be a real wall. And it's going to stop people and it's going to be good. But your friend Thomas Friedman called me and said, hah, there should be a big door. I said going to be a big door. I love the expression. There's going to be a big beautiful nice door. People are going to come in and they're going to come in legally. But we have no choice. Otherwise, we don't have a country. We don't even know how many people. We don't know if it's 8 million or if it's 20 million. We have no idea how many people are in our country. And then you see what happened with Kate in San Francisco. You see what happens with all of the things going on, all of the tremendous crime going on. It costs us $200 billion a year for illegal immigration right now. $200 billion a year, maybe $250, maybe $300. They don't even know. We're going to stop it. We're going to run it properly and we're going to stop it.

Also, I’m certainly not Trump’s number 1 fan, but even I can see that his plan isn’t just about the wall. It’s about tightening all border security. But also the wall. Because it’s a hell of a lot harder to scale a giant wall or fence than just walking across nothingness. Just ask Israel or Hungary. Sure, it doesn’t solve all the problems, but a giant blockade is a step in the right direction.

Immigration security, we need to protect American jobs. We need to protect American safety. We're going to build a wall folks, don't worry, we're going to build a wall. That wall will go up so fast, your heads will spin. And you'll say, "you know, know he meant it!" And you know what else I mean? Mexico is going to pay for the wall.

We've deployed thousands of National Guard members to assist the Border Patrol. We've upgraded technology at our borders. We've added infrastructure, including new fencing and vehicle barriers. We're adding thousands of new beds in our detention facilities so we can continue working to end catch and release] at our southern border. During the course of my administration we have apprehended and sent home more 6 million people entering our country illegally. And I thank the Border Patrol for their hard work. The Secure Fence Act builds on this progress. The bill authorizes the construction of hundreds of miles of additional fencing along our southern border.

I voted numerous times when I was a Senator to spend money to build a barrier to try to prevent illegal immigrants from coming in.

After decades in law enforcement, I know the importance of safety and security, especially at our border. Last year, Joe and I brought together Democrats and conservative Republicans to write the strongest border bill in decades. The Border Patrol endorsed it. But Donald Trump believes a border deal would hurt his campaign, so he ordered his allies in Congress to kill the deal. Well, I refuse to play politics with our security, and here is my pledge to you. As president, I will bring back the bipartisan border security bill that he killed, and I will sign it into law.

Tonight I voted no on the spending bill. Here’s why:

There are many things to like in this bill and many examples of good-faith compromises. But this vote was about the border security debate, an issue which shouldn't be debatable in the first place. There are approximately 400,000 illegal immigrants apprehended while crossing our border each year, and this bill does not take the necessary steps to fix the problem. This issue is not about who wins arbitrary political battles; it's about the security and sovereignty of our nation. When will we start taking it seriously and finally give our border agents the resources they've requested?
