A riot is the language of the unheard

I'm absolutely convinced that a riot merely intensifies the fears of the white community while relieving the guilt. And I feel that we must always work with an effective, powerful weapon and method that brings about tangible results. But it is not enough for me to stand before you tonight and condemn riots. It would be morally irresponsible for me to do that without, at the same time, condemning the contingent, intolerable conditions that exist in our society. These conditions are the things that cause individuals to feel that they have no other alternative than to engage in violent rebellions to get attention. And I must say tonight that a riot is the language of the unheard. And what is it America has failed to hear? It has failed to hear that the plight of the negro poor has worsened over the last twelve or fifteen years. It has failed to hear that the promises of freedom and justice have not been met. And it has failed to hear that large segments of white society are more concerned about tranquility and the status quo than about justice and humanity.

Riot is the voice of the unheard.

Riots are communities defining what counts as police brutality and to set the limits of authority. It is here, not in the courts, that our rights are established.

Riots may be symptoms of a deeper socio-political malaise: the product of unjust government policy and racist policing. I know from friends I have spoken to who were participants in the 1981 Brixton riots, that riots can engender a great deal of local solidarity against an oppressive State. But I am far from convinced that energy spent doing damage to life, limb and property is likely to prove more productive than properly thought-out and planned non-violent direct action. More likely the opposite.

When people are voiceless, they will have temper tantrums like a child who has not been paid attention to. And riots are massive temper tantrums from a neglected and voiceless people.

I know your pain, your rage, your sense of despair and hopelessness. Justice has, indeed, been denied for far too long. Rioting, looting, and burning is not the way. Organize. Demonstrate. Sit-in. Stand-up. Vote. Be constructive, not destructive.

If you call it a riot, it sounds like it was just a bunch of crazy people who went out and did bad things for no reason. I maintain it was somewhat understandable, if not acceptable. So I call it a rebellion.

The Civil Rights Movement in the US was all about logjams and blockades. Martin Luther King is the one who said “a riot is the language of the unheard”. And the decolonisation of our country wasn’t just boycotts and speeches. It was bombing bridges, too.

Whatever the apparent cause of any riots may be, the real one is always want of happiness. It shows that something is wrong in the system of government, that injures the felicity by which society is to be preserved.

We must reaffirm our commitment to nonviolence. I want to stress this. The futility of violence in the struggle for racial justice has been tragically etched in all the recent Negro riots. Yesterday, I tried to analyze the riots and deal with their causes. Today I want to give the other side. There is certainly something painfully sad about a riot. One sees screaming youngsters and angry adults fighting hopelessly and aimlessly against impossible odds. And deep down within them, you can see a desire for self-destruction, a kind of suicidal longing. Occasionally Negroes contend that the 1965 Watts riot and the other riots in various cities represented effective civil rights action. But those who express this view always end up with stumbling words when asked what concrete gains have been won as a result. At best, the riots have produced a little additional anti-poverty money allotted by frightened government officials and a few water sprinklers to cool the children of the ghettos. It is something like improving the food in the prison while the people remain securely incarcerated behind bars.

We have to distinguish between riots and revolts.… Riots are illegal. A revolt is legitimate because it is what people must do to express self-defense, self-determination, and self-direction.
