It's almost as bad in the Senate, in the Finance Committee, where they handle most of the same questions. But we're determined to proceed expeditiously, and Joe Califano, Ray Marshall, Mike Blumenthal, Charlie Schultze, Bert Lance, and others are doing an extraordinarily good job so far in putting together an analysis of what we have and recommending what we ought to have in the future. As I look across this tremendous auditorium, with many different kinds of handicaps represented here, I know that many of them could have been prevented in your early life. And we are not just concerned about the correction of an existing handicap or an opportunity for those who are handicapped; we want to prevent the handicaps that might occur in the future. We've already proposed to the Congress a program for the screening, the health screening, of poor children, and within just a few years we will multiply five times the number of poor, young children who have a chance to see a doctor early in their life so their potential handicap or affliction might be prevented or corrected. We want to be sure that we don't forget the handicapped among us who cannot hold a job, who cannot respond to a full education, but we want to make sure that even when they are dependent for constant help, that they have every chance to grow and to learn and to take advantage of whatever great or small talent or ability God might have given them.
