It is not power that corrupts but fear.

Fearlessness may be a gift but perhaps more precious is the courage acquired through endeavour, courage that comes from cultivating the habit of refusing to let fear dictate one's actions, courage that could be described as "grace under pressure" — grace which is renewed repeatedly in the face of harsh, unremitting pressure.

While a private individual may be bound only by the formal vows that he makes, those who govern should be wholly bound by the truth in thought, word and deed.

The Buddhist PAVARANA ceremony at the end of the rainy season retreat was instituted by the Lord Buddha, who did not want human beings to live in silence "like dumb animals." This ceremony, during which monks ask mutual forgiveness for any offence given during the retreat, can be said to be a council of truth and reconciliation.
