This Parliament exists - and always will - to serve the people and to provide national leadership which reflects their hopes, addresses their fears and raises their aspirations. It is a Parliament which the people demanded. It is also a Parliament of which the people make demands.

Representative democracy demands a clear division of function between the electors and the elected. The former choose their representatives and retain the essential right of sacking them, if they are not satisfied with their work, at the end of a fixed period. But in the meantime the elected representatives, whether they are members of Parliament or city councillors, should be given full freedom to do their jobs. Any form of referendum is an infringement of this freedom, and the more complex and detailed the issue upon which it is held the more absurd an infringement it becomes.

An effective Parliament is an important element of a vibrant democracy and good governance, all of which are desired principles of the Commonwealth as enshrined in the Commonwealth Charter. It is the principle of the CPA that stronger parliaments mean stronger democracies, and greater capacity to deliver the benefits that people expect: such as employment opportunities, empowerment of women, food security, health care, education, rural development, a brighter future for children and protection of the environment.

Participation by the public in decision-making, which requires full information, transparency and accountability, is essential to the democratic order. Parliaments have a special responsibility to oversee the adoption of national budgets and to monitor the actual use of appropriations so as to ferret out corruption.

Parliament is not a congress of ambassadors from different and hostile interests; which interests each must maintain, as an agent and advocate, against other agents and advocates; but parliament is a deliberative assembly of one nation, with one interest, that of the whole; where, not local purposes, not local prejudices ought to guide, but the general good, resulting from the general reason of the whole. You choose a member indeed; but when you have chosen him, he is not a member of Bristol, but he is a member of parliament.

A Parliament's job is not just to legislate but to debate, to enquire and to understand.

We Indians, Arjun, are so good at respecting outward forms while ignoring the substance. We took the forms of parliamentary democracy, preserved them, put them on pedestal and paid them due obeisance. But we ignored the basic fact that parliamentary democracy can only work if those who run it are constantly responsive to needs of the people and if parliamentarians are qualified enough to legislate. Neither condition was fulfilled in India for long. Today most people are simply aware of their own irrelevance to the process. They see themselves standing helplessly on the margins while professional politicians and unprofessional politicians combine to run the country to the ground.

As you know, the functioning of democracy– and especially of parliamentary democracy presupposes the existence of parties with [long] traditions, steadfast principles, a program, as well as a leadership inspired by a sense of responsibility. Because political parties [...] have the most decisive role in democracies. In point of fact, one can claim that it is political parties rather than governments that peoples attach to; and that a regime’s fortune is more affected by the number and behavior of [its] political parties than by its formal institutional framework.

We are deeply convinced that it is the parliamentary democracy that corresponds to the nature of the development of our society.

The national assembly of each country, as its highest legislative body, has a mission and responsibility to realise democratic government. Democracy must be not only the basic ideal of state administration for championing people's right to independence, but also a common ideal of world politics for ensuring equality and cooperation among countries.

The universality of the franchise is important not only for nationhood and democracy. The vote of each and every citizen is a badge of dignity and of personhood

The purpose of privilege is not to place parliamentarians above the law, but rather to allow them to carry out their duties independently and effectively, in the national interest.

Built up by the middle classes to hold their own against royalty, sanctioning, and, at the same time strengthening, their sway over the workers, parliamentary rule is pre-eminently a middle-class rule. The upholders of this system have never seriously maintained that a parliament or a municipal council represent a nation or a city. The most intelligent among them know that this is impossible. The middle classes have simply used the parliamentary system to raise a protecting barrier against the pretensions of royalty, without giving the people liberty. But gradually, as the people become conscious of their real interests, and the variety of their interests is growing, the system can no longer work. Therefore democrats of all countries vainly imagine various palliatives. The Referendum is tried and found to be a failure; proportional representation is spoken of, the representation of minorities, and other parliamentary Utopias. In a word, they strive to find what is not to be found, and after each new experiment they are bound to recognize that it was a failure; so that confidence in Representative Government vanishes more and more.
