The way to advance the nation's prosperity and achieve higher standards of living for all is through science and technology, taking advantage of better tools, methods and organization, and substituting machines and power for human backs.

but in the sense of all having enough to completely satisfy all physical wants; of all having enough to get such an easy living that we could develop the better part of humanity.

Individual development depends upon mass-solution of the economic problems of everyday living. The inventors, thinkers, and the common man have made this world ripe for healthful leisure, and have created far more than enough goods for all. But through all this progress the business man has assumed the right to the lion's share while those who did the creating and hard work were compelled to fight for whatever they could get-or starve.

Wages have increased, the cost of living has decreased. The job of every man and woman has been made more secure. We have in this short period decreased the fear of poverty, the fear of unemployment, the fear of old age; and these fears that are the greatest calamities of human kind.

For centuries man has struggled to divide up economic scarcity. There was too little food for the hungry, too little clothing for the naked. Now for the first time in the history of mankind, we have within our grasp the economic tools of unprecedented abundance which can end man's ageless struggle against want and misery. The same scientific and technical know-how which brought forth the H-bomb and guided missiles gives to the world automation and the tools of economic abundance. Will mankind have the vision and common sense to use the new tools of abundance to usher in an era of human progress and human fulfillment?

Our tools keep getting better, and as a result of that, our lives keep getting better.

But we also know that growth can bring enormous benefits to most segments in society, as it has in some of the more enlightened advanced industrial countries.

We have endeavoured to render the land revenue more equable in its incidence, to lift the load of usury from the shoulders of the peasant, and to check that reckless alienation of the soil which in many parts of the country was fast converting him from a free proprietor to a bond slave. We have done our best to encourage industries which little by little will relieve the congested field of agriculture, develop the indigenous resources of India, and make that country more and more self-providing in the future. I would not indulge in any boast, but I dare to think that as a result of these efforts I can point to an India that is more prosperous, more contented, and more hopeful. Wealth is increasing in India. There is no test you can apply which does not demonstrate it. Trade is growing. Evidences of progress and prosperity are multiplying on every side.6°

The great achievements of western capitalism have rebounded primarily to the benefit of the ordinary person. These achievements have made available to the masses conveniences and amenities that were previously the exclusive prerogative of the rich and powerful.

The progress of society is mainly—is, in its proper sense, the improvement in the condition of the workingmen of the world.

Improve working conditions, render to labor what is justly due to labor, and thereby give the people security, comfort, and leisure Then, believe me, they will educate themselves; they will create a larger, saner, higher civilization than this.

The American economic, political, and social organization has given to its citizens the benefits of material prosperity, political liberty, and a wholesome natural equality; and this achievement is a gain, not only to Americans, but to the world and to civilization.

With pride we see that our republic is among the ten major industrial nations of the world, a nation mastering the demands of the scientific-technological revolution. We have combined the advantages of socialism with those of modern technology, and consistent with the Schwedt Initiative, are day by day producing more with less labor. Here there is no unemployment. Here the scientific- technological revolution is carried out while maintaining full employment. The best of it all is that here one can buy something for one’s efforts, for one’s wages, and that the time will soon come in which a good apartment will be available for every young person who begins a family.

We know now that mechanical and technical progress is not identical with civilization. We must conclude, in fact, that our faith that technology will take the place of justice has been naive. Technology supplies the goods we want, for material goods are indubitably goods. Technology can give us bigger, brighter, faster, and cheaper automobiles. It cannot tell us who ought to have them, or how many, or where they should go. The notion that a just and equitable distribution of goods will be achieved by the advance of technology or that by its aid we shall put material goods in their proper relation to all others is reduced to absurdity by the coincidence of the zenith of technology and the nadir of moral and political life.
