I think we're in the end game there, in the next three to six months, Bob. We've got for the first time an Iraqi government elected on the basis of an Iraqi constitution. Either they're going to produce the kind of inclusive consensual government that we aspire to in the near term, in which case America will stick with it, or they're not, in which case I think the bottom's going to fall out.

I think we are in the end game. The next six to nine months are going to tell whether we can produce a decent outcome in Iraq.

That will become clear in the next few months as we see just what kind of minority the Sunnis in Iraq intend to be. If they come around, a decent outcome in Iraq is still possible, and we should stay to help build it. If they won't, then we are wasting our time. We should arm the Shiites and Kurds and leave the Sunnis of Iraq to reap the wind.

We've teed up this situation for Iraqis, and I think the next six months really are going to determine whether this country is going to collapse into three parts or more or whether it's going to come together.

I know the American people understand the stakes in Iraq. They want to win. They will support the war as long as they see a path to victory. Americans can have confidence that we will prevail because thousands of smart, dedicated military and civilian personnel are risking their lives and are working around the clock to ensure our success.

Is the Iraqi state succeeding? I think there are some prospects for this country to be moving in the right direction. But the legacies of the past, the problems are really, really monumental... We need to deliver. Otherwise we will not be able to justify what we do in the eyes of our public. And public opinion does matter in Iraq. People speak their minds. People are engaged, are interested... Life is coming back... Every time I go out of the presidential palace in Baghdad — and I do try to go out as often as I can — I do see normalcy coming back, more and more. I do think there is a window of opportunity — it should be cherished. We’ve not had it like this for a long, long time... It’s precious, but precarious.

I've made it clear to the Prime Minister and Iraq's other leaders that America's commitment is not open-ended. If the Iraqi government does not follow through on its promises, it will lose the support of the American people; and it will lose the support of the Iraqi people. Now is the time to act.

The only thing I am certain of is that in the wake of this election, Iraq will be what Iraqis make of it—and the next six months will tell us a lot. I remain guardedly hopeful.

Our interest must not risk Iraq's interests. If we can build an Iraq on the basis of our own independence and sovereignty, I think this Iraq will be respected by others, whether it be the Americans, Iranians or any other country. And this is what we are working to achieve. We have to work with the Iraqi people - so far they have been divided and all other external forces found it easy to intervene because they found receptive ears. What we are saying is that we should reinforce Iraqi unity.

In these circumstances, we would undertake a solemn obligation to help the Iraqi people build a new Iraq at peace with itself and its neighbors. The Iraqi people deserve to be lifted from insecurity and tyranny, and freed to determine for themselves the future of their country. We envisage a unified Iraq with its territorial integrity respected. All the Iraqi people — its rich mix of Sunni and Shiite Arabs, Kurds, Turkomen, Assyrians, Chaldeans, and all others — should enjoy freedom, prosperity, and equality in a united country. We will support the Iraqi people's aspirations for a representative government that upholds human rights and the rule of law as cornerstones of democracy.

Well, no question decisions have made things unstable. But the question is can we succeed. And I believe we can. Listen, I'd like to see stability and a unified Iraq. A young democracy will provide the stability we look for. I will tell you that if we just isolate ourselves from the Middle East and hope for the best, we will not address the conditions that had led young suiciders to get on airplanes to come and attack us in the first place.

We're at the beginning of, I think, the decisive, I would say, six months in Iraq, OK, because I feel like this election—you know, I felt from the beginning Iraq was going to be ultimately, Charlie, what Iraqis make of it.

The crucial question for us is not whether they have a theocratic government. I'd personally prefer not, but I can think of a lot of places where I'd prefer not, like here. But, the question is whether the US will agree to let Iraq alone. That means to make it very clean and explicit, both in word and in action, that the US will withdraw, set a timetable for it, will not influence what goes on in Iraq, will not leave military bases, will let the country go off on its own. I think we also ought to pay massive reparations, but I'll stop short of that. Those are the crucial issues. It's not up to Rumsfeld what kind of government they have, it's up to him to get out.

I think that we're going to know after six to nine months whether this project has any chance of succeeding. In which case, I think the American people as a whole will want to play it out or whether it really is a fool's errand.
