Your mission, Roman, is to rule the world.
These will be your arts: to establish peace,
To spare the humbled, and to conquer the proud.

Be this your nobler praise in times to come,
These your imperial arts, ye sons of Rome!
O'er distant realms to stretch your awful sway,
To bid those nations tremble and obey;
To crush the proud, the suppliant foe to rear,
To give mankind a peace, or shake the world with war.

Roman! be thine the sovereign arts of sway;
Nobly to rule, and make the world obey:
Give peace its laws; respect the prostrate foe:
Abase the lofty, and exalt the low.

For other peoples will, I do not doubt,
still cast their bronze to breathe with softer features,
or draw out of the marble living lines,
plead causes better, trace the ways of heaven
with wands and tell the rising constellations;
but yours will be the rulership of nations,
remember Roman, these will be your arts:
to teach the ways of peace to those you conquer,
to spare defeated peoples, tame the proud.

Tu regere imperio populos, Romane, memento
(Hae tibi erunt artes), pacique imponere morem,
Parcere subjectis et debellare superbos.

Victorious prince, whose honorable name
Is held so great among our Pagan kings,
That to those lands thou dost by conquest tame
That thou hast won them some content it brings.

The Romans were great conquerors, but where they conquered, they governed wisely. The nations they conquered were impressed so indelibly with the intellectual character of their masters, that, after fourteen centuries of decadence, the traces of civilisation were still distinguishable. Why should not we act a similar part in India? There never was a more docile people, never a more tractable nation. The opportunity was present, and the power was not wanting. Let us abandon the policy of aggression, and confine ourselves to a territory ten times the size of France, with a population four times as numerous as that of the United Kingdom. Surely that was enough to satisfy the most gluttonous appetite for glory and supremacy. Educate the people of India, and govern them wisely, and gradually the distinctions of caste would disappear, and they would look upon us rather as benefactors than as conquerors. And if we desired to see Christianity, in some form, professed in that country, we should sooner attain our object by setting the example of a high-toned Christian morality, than by any other means we could employ.
