Africa’s contribution to European capitalism was far greater than mere monetary returns. The colonial system permitted the rapid development of technology and skills within the metropolitan sectors of imperialism. It also allowed for the elaboration of the modern organizational techniques of the capitalist firm and of imperialism as a whole. Indeed, colonialism gave capitalism an added lease of life and prolonged its existence in Western Europe, which had been the cradle of capitalism.

Colonialism meant a great intensification of exploitation within Africa—to a level much higher than that previously in existence under communalism or feudal-type African societies. Simultaneously, it meant the export of that surplus in massive proportions, for that was the central purpose of colonialism.

Colonialism was made possible, and then sustained and strengthened, as much by cultural technologies of rule as it was by the more obvious and brutal modes of conquest that first established power on foreign shores… Colonialism was itself a cultural project of control.

We have defined colonialism as the forcible takeover of land and economy, and, in the case of European colonialism, a restructuring of non-capitalist economies in order to fuel European capitalism. This allows us to understand modern European colonialism not as some trans-historical impulse to conquer but as an integral part of capitalist development.

Colonial Africa fell within that part of the international capitalist economy from which surplus was drawn to feed the metropolitan sector. As seen earlier, exploitation of land and labor is essential for human social advance, but only on the assumption that the product is made available within the area where the exploitation takes place. Colonialism was not merely a system of exploitation, but one whose essential purpose was to repatriate the profits to the so-called mother country. From an African viewpoint, that amounted to consistent expatriation of surplus produced by African labor out of African resources. It meant the development of Europe as part of the same dialectical process in which Africa was underdeveloped.

Colonialism was one aspect of imperialism. Colonialism was based on alien political rule and was restricted to some parts of the world. Imperialism, however, underlay all colonies, extended all over the world (except where replaced by socialist revolutions), and it allowed the participation of all capitalist nations. Therefore, lack of colonies on the part of any capitalist nation was not a barrier to enjoying the fruits of exploiting the colonial and semi-colonial world, which was the backyard of metropolitan capitalism.

Far from there being a constant flow of resources and aid from northern countries to southern countries, the opposite is the case, and has been for most of the past 200 years. Colonialism was not about exporting civilisations; it was not about improving the lot of people in the poorest countries—it was driven by greed and avarice and a determination to control other people's lives. It was about ensuring that the work, the raw materials and the food of the poorer countries flowed out to the richest parts of the world. That is the legacy of colonialism and imperialism that we have to deal with today. I honestly believe that the role of the world's twin financial institutions, the International Monetary Fund and the World bank, is essentially to reassert that old-world order so that once more a minority of northern, predominantly rich countries dominate the majority of southern, predominantly poor countries.

Where connections were remote or even apparently non-existent, it can still be claimed that colonialism was a factor in the European technological revolution. As science blossomed in the present century, its interconnections became numerous and complex. It is impossible to trace the origin of every idea and every invention, but it is well understood by serious historians of science that the growth of the body of scientific knowledge and its application to everyday life is dependent upon a large number of forces operating within the society as a whole, and not just upon the ideas within given branches of science. With the rise of imperialism, one of the most potent forces within metropolitan capitalist societies was precisely that emanating from colonial or semi-colonial areas.

Colonialism. The enforced spread of the rule of reason. But who is going to spread it among the colonizers?

Research that is careful in conceptualizing and measuring controls, that establishes a feasible counterfactual, that includes multiple dimensions of costs and benefits weighted in some justified way, and that adheres to basic epistemic virtues often finds that at least some if not many or most episodes of Western colonialism were a net benefit, as the literature review by Juan and Pierskalla shows. Such works have found evidence for significant social, economic, and political gains under colonialism: expanded education, improved public health, the abolition of slavery, widened employment opportunities, improved administration, the creation of basic infrastructure, female rights, enfranchisement of untouchable or historically excluded communities, fair taxation, access to capital, the generation of historical and cultural knowledge, and national identify formation, to mention just a few dimensions.

Colonialism imposed its control of the social production of wealth through military conquest and subsequent political dictatorship. But its most important area of domination was the mental universe of the colonised, the control, through culture, of how people perceived themselves and their relationship to the world. Economic and political control can never be complete or effective without mental control. To control a people's culture is to control their tools of self-definition in relationship to others.

Colonisation depended on the states of Europe believing that they were superior to Indigenous peoples such as Māori, and that they should therefore usurp Indigenous authority and impose their own ways of doing things. So, colonisation, by its very nature, is born and bred out of racism.

I do not ignore the remaining problems of traditional colonialism which still confront this body. Those problems will be solved, with patience, good will, and determination. Within the limits of our responsibility in such matters, my Country intends to be a participant and not merely an observer, in the peaceful, expeditious movement of nations from the status of colonies to the partnership of equals. That continuing tide of self-determination, which runs so strong, has our sympathy and our support. But colonialism in its harshest forms is not only the exploitation of new nations by old, of dark skins by light, or the subjugation of the poor by the rich. My Nation was once a colony, and we know what colonialism means; the exploitation and subjugation of the weak by the powerful, of the many by the few, of the governed who have given no consent to be governed, whatever their continent, their class, their color.

The only problem with colonialism was that it got nationalized. Which was enough. Colonialism chartered company–style is profitable. Colonialism as a government department is a disaster.
