Rule 1, on page 1 of the book of war, is: "Do not march on Moscow". Various people have tried it, Napoleon and Hitler, and it is no good. That is the first rule. I do not know whether your Lordships will know Rule 2 of war. It is: "Do not go fighting with your land armies in China". It is a vast country, with no clearly defined objectives.

There are two rules of war that have not yet been invalidated by the new world order. The first rule is that the belligerent nation must be fairly sure that its actions will make things better; the second rule is that the belligerent nation must be more or less certain that its actions won't make things worse. America could perhaps claim to be satisfying the first rule (while admitting that the improvement may be only local and short term). It cannot begin to satisfy the second.

The war in Iraq was misconceived from start to finish — if it has a finish. It is a war of choice, not of necessity, as President Bush claims. It goes without saying that Saddam was a tyrant, and it is good to be rid of him. But in invading Iraq as we did, without a second UN resolution, we violated international law. By mistreating and even torturing prisoners, we violated the Geneva conventions. President Bush has boasted that we do not need a permission slip from the international community, but our disregard for international law has endangered our security, particularly the security of our troops.

The US military fails in places like Vietnam, Iraq, and Afghanistan because it is operating under a doctrine designed to fail.

Such is the rule of our warfare. We advance by yielding; we rise by falling; we conquer by suffering; we persuade by silence; we become rich by bountifulness; we inherit the earth through meekness; we gain comfort through mourning; we earn glory by penitence and prayer. Heaven and earth shall sooner fall than this rule be reversed; it is the law of Christ's kingdom, and nothing can reverse it but sin.

to divide our army into two.

And finally, and most importantly, the next time we go to war, don't give a specific reason for the war that the left can seize upon and later flog us with it ad nauseam, just do it. Remember, the first rule of Fight Club is that you don't talk about Fight Club.

The international community witnessed a revolt against the UN Charter when in 2003 the United States together with the “coalition of the willing” decided to invade Iraq, a war which the late secretary general Kofi Annan described as illegal. This massive act of aggression was probably the most serious violation of the Nuremberg Principles since the Second World War. What shocks the conscience is not that the United States would place itself above international law, but that it dragged 42 countries into this destructive looting campaign. The war was preceded by an ocean of fake news and disinformation, intended to make the aggression more palatable to world public opinion. War crimes and crimes against humanity were committed for which no political leader has been held accountable.

It's the wrong war in the wrong place at the wrong time.

The trouble is that once America goes off to war, it can't very well return without having fought one. If it doesn't find its enemy, for the sake of the enraged folks back home, it will have to manufacture one. Once war begins, it will develop a momentum, a logic and a justification of its own, and we'll lose sight of why it's being fought in the first place.

What the writer must value-the small life, the daily life, the significance of the individual consciousness and experience-are exactly what war violates.

Soldiers defending a country at war are not subject to the rules of procedure designed for court trials. For example, if a soldier encounters an enemy, under internationally agreed upon rules of war, that soldier can take whatever action is necessary to protect himself and neutralize his enemy, whether it involves capturing and detaining the enemy or killing him on the spot.

Combat rules are for the stupid.
