There is a solidarity and interdependence about the modern world, both technically and morally, which makes it impossible for any nation completely to isolate itself from economic and political upheavals in the rest of the world, especially when such upheavals appear to be spreading and not declining. There can be no stability or peace either within nations or between nations except under laws and moral standards adhered to by all. International anarchy destroys every foundation for peace. It jeopardizes either the immediate or the future security of every nation, large or small. It is, therefore, a matter of vital interest and concern to the people of the United States that the sanctity of international treaties and the maintenance of international morality be restored.

If I am allowed to elaborate on the important aspect of peace, security and stability, it is common knowledge that the on-going debate about the need for social, economic and political reforms in Africa centres on issues of peace, security and development. These are viewed as necessary conditions for social stability and the promotion of human security.

As we address these challenges – and others we cannot foresee tonight – America must maintain our moral clarity. I have often spoken to you about good and evil. This has made some uncomfortable. But good and evil are present in this world, and between the two there can be no compromise. Murdering the innocent to advance an ideology is wrong every time, everywhere. Freeing people from oppression and despair is eternally right. This nation must continue to speak out for justice and truth. We must always be willing to act in their defense and to advance the cause of peace.

No country can have security while others are in turmoil and no one can be immune from global challenges. When one country pursues development and security at home, it must work for the common development of all and give consideration to the security of others. Only by doing so can we find a path towards common security that is built and shared by all.

Mistaking no answers in practice for no answers in principle is a great source of moral confusion.

Those who cannot find [moral clarity] are likely to settle for the far more dangerous simplicity, or purity, instead.

For decades, the circle of liberty and security and development has been expanding in our world. This progress has brought unity to Europe, self-government to Latin America and Asia, and new hope to Africa. Now we have the historic chance to widen the circle even further, to fight radicalism and terror with justice and dignity, to achieve a true peace, founded on human freedom.

It is the social issues which unremittingly demand that I make a responsible personal effort and which also lay increasing claims on my physical and mental powers. For me, the moral difficulties lie in the continual pressure brought to bear on my friends and immediate family, pressure which is not directed against me personally but which at the same time is all around me. I have written about this on many occasions but, sad to report, all that I said before applies equally today. I am no professional politician — which is perhaps why I am continually obsessed by the question as to the purpose served by the work done by my friends and myself, as well as its final result. I tend to believe that only moral criteria, coupled with mental objectivity, can serve as a sort of compass in the cross-currents of these complex problems.

The crisis in the world is not economic, military, or political; essentially, it is a moral crisis. It is a reflection of man's growing inhumanity to man, which finds its most horrible expression in the total destruction now made possible by the H-bomb. I believe our problem is a reflection of the fact that there is a growing and most serious moral and cultural gap between the progress we have made as a people in the physical sciences, and our lack of progress in the human and social sciences. We know much better how to work with the machines than we know how to live with people.

Security remains a source of instability and fear leading to lack of investment and to people leaving. The international community knows this. There needs to be a collective will, both internationally and locally, to right the wrongs of persecution and to protect the unprotected. It is an issue that needs to be addressed with determination, commitment and passion in order to resolve it for the betterment for all.

You cannot make peace and freedom secure in the world as long as hundreds of millions of people are denied the necessities of life, so long as millions and millions of people are committed to belong to the have-not nations, and they and their children are denied the right to achieve economic and social justice.

Some geopolitical conflicts are morally complicated. The Israel-Gaza war is not. It possesses a moral clarity not only rare but excruciating. […] For Hamas, the only thing more prized than dead Jews are dead Palestinians.

Any serious consideration of the world as it is around us today must tell us that maintaining common decency, much less peace and harmony, among living contemporaries is a major challenge, both among nations and within nations. To admit that we can do nothing about what happened among the dead is not to give up the struggle for a better world, but to concentrate our efforts where they have at least some hope of making things better for the living.

The concept of peace is easy to grasp; that of international security is more complex, for a pattern of contradictions has arisen here as well. As major nuclear Powers have begun to negotiate arms reduction agreements, the proliferation of weapons of mass destruction threatens to increase and conventional arms continue to be amassed in many parts of the world. As racism becomes recognized for the destructive force it is and as apartheid is being dismantled, new racial tensions are rising and finding expression in violence. Technological advances are altering the nature and the expectation of life all over the globe. The revolution in communications has united the world in awareness, in aspiration and in greater solidarity against injustice. But progress also brings new risks for stability: ecological damage, disruption of family and community life, greater intrusion into the lives and rights of individuals.
