Nations in this chambers have supported the efforts of dissidents and reformers and civil society advocates in newly free societies throughout the new United Nations Democracy Fund. And we appreciate those efforts. And as young democracies around the world continue to make brave stands for liberty, multilateral organizations like the United Nations must continue to stand with them.

We must stand united in our support of other young democracies, from the people of Lebanon struggling to maintain their hard-won independence, to the people of the Palestinian Territories, who deserve a free and peaceful state of their own. We must stand united in our support of the people of Georgia. The United Nations Charter sets forth the equal rights of nations large and small. Russia's invasion of Georgia was a violation of those words. Young democracies around the world are watching to see how we respond to this test. The United States has worked with allies in multilateral institutions like the European Union and NATO to uphold Georgia's territorial integrity and provide humanitarian relief. And our nations will continue to support Georgia's democracy.

Thank you, Mr. Secretary General. Last night I was in Clinton, Massachusetts, at a Town Hall meeting where people of that small town decide their political and economic future. Tonight I speak to a similar meeting where people representing nations all over the world come here to decide their political and economic future. I am proud to be with you tonight in this house where the shared hopes of the world can find a voice. I have come here to express my own support and the continuing support of my country for the ideals of the United Nations. We are proud that for the 32 years since its creation, the United Nations has met on American soil. And we share with you the commitments of freedom, self-government, human dignity, mutual toleration, and the peaceful resolution of disputes--which the founding principles of the United Nations and also Secretary General Kurt Waldheim so well represent. No one nation by itself can build a world which reflects all these fine values. But the United States, my own country, has a reservoir of strength--economic strength, which we are willing to share; military strength, which we hope never to use again; and the strength of ideals, which are determined fully to maintain the backbone of our own foreign policy.

I want to thank the members of Congress for their unity and support. America is united. The freedom-loving nations of the world stand by our side. This will be a monumental struggle of good versus evil. But good will prevail.

The world that America seeks is not one we can build on our own. For human rights to reach those who suffer the boot of oppression, we need your voices to speak out. In particular, I appeal to those nations who emerged from tyranny and inspired the world in the second half of the last century, from South Africa to South Asia, from Eastern Europe to South America. Don't stand idly by, don't be silent when dissidents elsewhere are imprisoned and protesters are beaten. Recall your own history, because part of the price of our own freedom is standing up for the freedom of others.

If the United Nations is to survive, those who represent it must bolster it; those who advocate it must submit to it; and those who believe in it must fight for it.

When we stand together, there is no limit to what we can achieve.
Three days ago, young people from many nations stood together in the balcony of this Hall. They asked for one thing above all: change.
There is nothing we can say to the world’s children that can convince them the world needs to be the way it is.
That means we must do everything we can to close the gap between the world as it is, and the world as it should be. That is the mission of the United Nations.

I experience this high and joyous moment not for myself alone but for those devotees of nonviolence who have moved so courageously against the ramparts of racial injustice and who in the process have acquired a new estimate of their own human worth. Many of them are young and cultured. Others are middle aged and middle class. The majority are poor and untutored. But they are all united in the quiet conviction that it is better to suffer in dignity than to accept segregation in humiliation. These are the real heroes of the freedom struggle: they are the noble people for whom I accept the Nobel Peace Prize.

I call upon you, young men, to obey your heart, and be the nobility of this land. In every age of the world, there has been a leading nation, one of a more generous sentiment, whose eminent citizens were willing to stand for the interests of general justice and humanity, at the risk of being called, by the men of the moment, chimerical and fantastic. Which should be that nation but these States? Which should lead that movement, if not New England? Who should lead the leaders, but the Young American?

With a lot of humility, I thank my colleagues the Members of Parliament for withstanding all the pressure from bullies and doomsday conspiracy theorists in the interest of our country.

And this brings me to the final area where our nations have to come together -- in our steadfast support for those who reach for their freedom. And, yes, that includes the people of Ukraine. And few understand this better than the Baltic peoples. You know from bitter experience that we can never take our security and liberties for granted. We want Ukrainians to be independent and strong and able to make their own choices free from fear and intimidation, because the more countries are free and strong, and free from intimidation, the more secure our own liberties are.

The great battleground for the defense and expansion of freedom today is the whole southern half of the globe--Asia, Latin America, Africa and the Middle East--the lands of the rising peoples. Their revolution is the greatest in human history. They seek an end to injustice, tyranny, and exploitation. More than an end, they seek a beginning. And theirs is a revolution which we would support regardless of the Cold War, and regardless of which political or economic route they should choose to freedom. For the adversaries of freedom did not create the revolution; nor did they create the conditions which compel it. But they are seeking to ride the crest of its wave--to capture it for themselves. Yet their aggression is more often concealed than open. They have fired no missiles; and their troops are seldom seen. They send arms, agitators, aid, technicians and propaganda to every troubled area. But where fighting is required, it is usually done by others--by guerrillas striking at night, by assassins striking alone--assassins who have taken the lives of four thousand civil officers in the last twelve months in Vietnam alone--by subversives and saboteurs and insurrectionists, who in some cases control whole areas inside of independent nations. They possess a powerful intercontinental striking force, large forces for conventional war, a well-trained underground in nearly every country, the power to conscript talent and manpower for any purpose, the capacity for quick decisions, a closed society without dissent or free information, and long experience in the techniques of violence and subversion. They make the most of their scientific successes, their economic progress and their pose as a foe of colonialism and friend of popular revolution. They prey on unstable or unpopular governments, unsealed, or unknown boundaries, unfilled hopes, convulsive change, massive poverty, illiteracy, unrest and frustration. With these formidable weapons, the adversaries of freedom plan to consolidate their territory--to exploit, to control, and finally to destroy the hopes of the world's newest nations; and they have ambition to do it before the end of this decade. It is a contest of will and purpose as well as force and violence--a battle for minds and souls as well as lives and territory. And in that contest, we cannot stand aside. We stand, as we have always stood from our earliest beginnings, for the independence and equality of all nations. This nation was born of revolution and raised in freedom. And we do not intend to leave an open road for despotism.

Consistent with our opposition to colonialism, imperialism and racism, we affirm today before this great assembly our firm support for the struggles being waged by the peoples of Zimbabwe, Namibia and South Africa under the leadership of the Patriotic Front, SWAPO and ANC for their liberation and against apartheid and racism. We recognise and applaud the principled and consistent support being given to these struggles by the Front Line States.
We express our firmest support for and solidarity with the struggles of the people of Palestine led by their sole and legitimate representatives, the Palestinian Liberation Organisation (PLO). On this basis, we reject the Camp David Agreement which does not have the support of the Palestinian people, the PLO, the Arab World or the entire democratic, progressive and Socialist World.
We reaffirm our support for the people of Western Sahara under the leadership of the Polisario Front in their struggle for independence and self determination. We call upon the people of Korea to continue the just struggle for the reunification of their homeland. We express our firm support for Heng Samrin government and the heroic people of Kampuchea - a Government which we recognised on the 20th of August last. We support the struggles of the government and people of Belize for independence with full territorial integrity. We also wish to express our strongest solidarity with the people of Puerto Rico in their struggle for independence. We fully support the ongoing and determined struggle of the government and people of Cuba in their fight to gain control over Guantanamo Bay. Our profound solidarity also goes to the government and people of Panama in their just struggle to recover the Panama Canal. We support fully the struggles of all the people of the Caribbean who are fighting for an end to colonialism.

From this chamber of representative government, let all the world know and none misunderstand that I rededicate this Government to the unswerving support of the United Nations, to the honorable and determined execution of our commitments to our allies, to the maintenance of military strength second to none, to the defense of the strength and the stability of the dollar, to the expansion of our foreign trade, to the reinforcement of our programs of mutual assistance and cooperation in Asia and Africa, and to our Alliance for Progress in this hemisphere.
